synopsis/solicitation for commercial items prepared in accordance with
the format in FAR Subpart 12.6, as supplemented with additional
information included in this notice. This announcement constitutes the
only solicitation, proposals are being requested and a written
solicitation will not be issued. This solicitation number 00-04 is
issued as a request for quotation for a firm-fixed price contract. The
Government has a requirement for condensers and oil coolers to be
replaced at the Frost Effects Research Facility (FERF) located at the
U. S. Army, ERDC, Cold Regions Research & Engineering Laboratory
(CRREL), Hanover, NH. The contractor shall furnish all labor, materials
and equipment to remove and replace with same or approved equivalent
two (2) condensers and two (2) oil coolers on LTC-1 and LTC-1A
chillers. If contractor is quoting on equipment other than what is
listed, specifications of item(s) being offered must be furnished with
quote. The contractor shall evacuate and reclaim all Refrigerant 22
(R22) from both chillers. After installation, the new condensers and
oil coolers shall be tested to ensure a leak free system. The
contractor can recharge the units with the reclaimed R22 and add
additional R22 as needed to ensure correct charge for proper operation.
Description of the equipment follows: Condensers (1 of each): LTC-1
Condenser manufactured by Carrier, Model No. 09RH043-269. Year
manufactured is 1982. Shell 0.375 inch; Head 1.31 inch; Head Flat,
Shell size 385 PSI at 150 degrees Fahrenheit, R-22, Steel Tubes. LTC-1A
Condenser manufactured by Carrier, Model No. 09RH027-109. Year
manufactured is 1981. Shell 0.250 inch; Head 1.25 inch; Head Flat;
Shell size 385 PSI at 150 degrees Fahrenheit, R-22, Steel Tubes.
Coolers (2 each): Oil Coolers manufactured by Dunham-Bush. Flange to
flange tube length is 72 inches; Tubes are inch ID and each cooler
contains 26 tubes. Tube bundle is 5- inch in diameter. Tubes are steel.
No Government furnished equipment will be provided under the contract.
The contractor shall be required to have proper ID at all times and
shall be required to wear a Government issued badge to access CRREL.
Award will be made to the lowest priced, technically acceptable offeror
who is on file with the Central Contractor Registry at the time of
award. Required response date is 7 Apr 2000 at 3:00 P.M. Eastern. This
is a restricted solicitation document that incorporates provisions and
clauses through FAC 97-15, December 27, 1999. The SIC Code for this
procurement is 3585 and small business size standard is 750 employees.
