It is the intent of the National Library of Medicine (NLM) to procure professional services on a sole source basis from Clinician Support Technology, 3 Speen Street, Suite 340, Framingham, MA 01701. Clinician Support Technology will provided the services listed below: (1) Develop a specification for a biomedical vocabulary server to serve applications in a clinical computing environment. This server must accommodate multiple controlled vocabularies distributed in the Unified Medical Language System (UMLS) Metathesaurus and additional vocabulary created and added locally. The server must use the rich entry vocabulary provided by the UMLS Metathesaurus to reach the specific vocabularies used for coding clinical data in specific institutional environments; (2) Produce a fully-functional prototype that demonstrates the specified functionality using MetamorphoSys to customize the version of the UMLS Metathesaurus currently loaded on the server, and employ the UMLS lexical programs in the current developed methods; and (3) Validate the specification and prototype by soliciting review, comments and using test data from at least two other research groups interested in implementing a vocabulary server in a clinical environment. Clinician Support Technology is uniquely qualified to develop the specification for the biomedical vocabulary server for clinical applications and to create a working prototype to test and validate the specification based on their knowledge and understanding of the current system. Clinician Support Technology staff has prior experience in initiating the development of a prototype object-oriented vocabulary server that demonstrates the functionality required in the clinical environment. Clinician Support Technology prior expertise and knowledge of the UMLS Knowledge Sources will expedite their contribution to the biomedical vocabulary server completion schedule; provide Internet-based Knowledge Source server in a clinical environment. The anticipated period of performance will be April 17, 2000 through April 16, 2001. This service will be procure using FAR Part 13 -- Simplified Acquisition Procedures. This notice of intent is not a Request for Quotations (RFQ) nor is an RFQ available, however, all responsible sources may submit a proposal which will be considered by the NLM. Firms interested in responding to this notice must be capable of providing the services stated above. Responses should sufficiently demonstrate the firm's ability to meet the government's requirements. Responses are required within fifteen (15) calendar days from the publication date of this notice.
