32226-3404. Anticipated Issue Date: 5/1/00. The Contractor shall
provide Logistics Automated Information Systems (LOGAIS) technical and
functional support to the Marine Corps' prepositioning programs.
Logistics Operations in support of the Maritime Prepositioning Force
(MPF) are complex, time sensitive and data intensive evolutions. Data
must be developed, maintained, related and presented in such a way to
accommodate each user group's functional perspective within operational
timeframes. User groups will include the Fleet Marine Force (FMF), Navy
elements, Government civil service employees and other civilian
contractors. Depending on the user's role, MPF Equipment Data can be
viewed from several perspectives. It is the responsibility of the
contractor to ensure the presentation of such perspectives is possible.
The purpose of this document is to describe the contractor's primary
areas of responsibility in support of the Marine Corps prepositioning
programs. The contractor will support all LOGAIS planning and execution
functions. There are four significant areas of the planning and
execution functions related to MPF operations. The contractor shall
support multiple groups' perspectives relative to building plans,
executing plans, data distribution, and offload operations. The
contractor shall be responsible for building, maintaining and updating
spreadload and embarkation plans in support of the MPF maintenance
cycle and any other prepositioned programs. The plans shall include
MAGTF level and individual ship or cave plans. The plans include but
are not limited to; Prepositioning Objective validation plan, location
spreadload plan, MAGTF MSE plan, sustainment plans ship MSE, square
load, Armory, container and mobile load plan. The embarkation plans
shall include; square load plan and the container stow plan. The
contractor shall develop, maintain and update supporting documents
identifying any special handling requirements. The contractor shall
collect, retain and update reference material identifying capability
sets, equipment associations and SL-3 requirements. The contractor
shall maintain a data base that accurately reflects SL-3 requirements
used to create the SL-3 report. The contractor shall maintain
historical records tracking plan changes and the sources of the change.
This will include but is not limited to changes in force structure,
fielding of new equipment and removal of obsolete items. This
information shall be presented to the Government in various forums to
include: annual interoperability conference, annual Tailoring
conference, MPS planning conferences and all phases of MPF TE/TO
base-lining effort. Cost analysis shall be conducted and provided to
identify the impact of such changes. MAGTF Deployment Support System
(MDSSII) is one of the tools used at Blount Island to record the
execution of the plan. The contractor shall support execution
functions. These functionsinclude, but are not limited to; system
installation, training, troubleshooting, maintenance, and upgrading,
problem resolution, tracking, and reporting. The contractor shall
provide Automated Identification Technology (AIT) and Logistics
Applications of Automated Marking and Reading Symbology (LOGMARS)
System set up, training, and troubleshooting. Technical assistance
shall be provided to the RAC Team in the training and use of LOGAIS.
Technical support shall be provided to convert or import external
agencies data and assist in efforts to improve the conduct of data
Quality Assurance (QA) checks. Create MDSSII automated reports/plans
that validate the execution of the planning cycle (i.e. validating the
container reports, SL-3 plan, mobile load plans and association
plans). Once execution of the plan is completed and the data has been
validated the contractor shall assist in making the data readily
accessible to outside agencies. The contractor shall be required to
design, develop, implement and maintain Automated Information Systems
in support of MPF. To accomplish this task they shall be required to
design and develop prototype software to validate functionality and
then upon approval develop software to be included in the Class I
systems. They shall design, develop and implement web-based
applications for the Internet for all Commands to have access with a
level of security. Perform detailed analysis and design on security and
technology concerns to streamline the automated functions within the
command and perform cost benefits analysis to propose system changes
that are the most cost effective while offering the least amount of
risk. (I.e. client/server based system & Intranet). The contractor
shall provide support as required during an MPF offload (contingency or
exercise) and regeneration. The contractor may be required to deploy
with any Technical Assistance and Team (TAAT). The contractor shall
assist in generating ad-hoc reports and provide technical support in
conducting Offload throughput analysis. Technical support shall be
provided to the Operating Forces in support of MPF to include but not
limited to; training Marine Corps and Navy personnel in proper use of
LOGAIS and AIT. All responsible sources may submit a proposal which
