NATIONAL INSTITITES OF HEALTH CONTRACTOR PERFORMANCE SYSTEM CONTRACTOR MODULE The National Institutes of Health (NIH) Contractor Performance System (CPS) provides an electronic means for collecting, maintaining and disseminating contractor performance information required in accordance with Subpart 42.15 of the Federal Acquisition Regulation. To date, twelve Federal Departments/Agencies have subscribed to the NIH CPS. The participating Departments/Agencies include: The Department of Agriculture, the Department of Treasury, the Department of Commerce, the Department of Justice, the Department of Energy, the Nuclear Regulatory Commission, the U.S. Agency for International Development, the U.S. Coast Guard, the U.S. Environmental Protection Agency, the U.S. Postal Service, the Federal Emergency Management Agency, and all contracting activities within the Department of Health and Human Services (with the exception of the Program Support Center within the Office of the Assistant Secretary for Health, the Centers for Disease Control, and the Substance Abuse and Mental Health Administration). Effective April 10, 2000, the "Contractor Module" of NIH CPS will be activated to permit organizations, having active contracts with participating Departments/Agencies, to receive their evaluations and submit any rebutting comments via the Internet to the appropriate Department/Agency. This added capability will streamline the current process for conducting contractor performance evaluations and ensure that any informtion submitted by the contractor in response to an evaluation is incorporated into the electronic file. In order to register for the NIH CPS Contractor Module, it will be necessary for you to identify a representative (primary contact) who will be authorized to access your evaluations in the NIH CPS. This individual will be responsible for retrieving the evaluations and transmitting any contractor comments or rebutting statements into the system. In addition, a secondary contact should be identified, who will be responsible for notifying the cognizant contracting official in the event the primary contact is unavailable to process the evaluation within the required 30-day time frame. For active contracts, the contractor may pre-register the Primary and Secondary contacts. This information will be incororated in the NIH CPS system and will be automatically used to authenticate contractor access to the NIH CPS.
