Training Assessment Division has tasked the Naval Air Warfare Center
Training systems Division (NAWCTSD) to establish a BPA to provide local
alternative training sources for responsive, quality training to Navy
Battle Group personnel in the Norfolk, VA FCA. This effort will include
qualified vendors/schools, which are capable of providing the required
instruction for Navy training courses specified herein. The product to
be purchased under this BPA is a proficiently trained student, meeting
the performance and course completion standards as determined by the
Local Training Authority (LTA). The training to be provided by the BPA
Holder will encompass the courses identified in Table A below. Course
descriptions, purpose, scope, and prerequisites can be found on the
Navy "CANTRAC" program on the following internet URL. Click on the
search button and type in the Course Identification Number (CIN), click
on the hypertext course number, and then browse the location and
schedule buttons/areas. A password must be obtained from the Chief of
Naval Education and Training (CNET) via the CANTRAC home page prior to
being able to access the schedules.

general description of the course materials and equipment needed to

a Government approved vendor's standard, non-modified course, or a
Government furnished course tailored to the vendor's instructional
methods and strategies. Government Furnished Property (GFP) identified
in Attachment E for the JMCIS course will be provided by the LTA upon
award of the BPA. The BPA Holder shall supply additional training
equipment and materials needed to satisfy course competency. The LTA
will provide the BPA Holder with the initial Government Furnished
Information (GFA), as required, to support the training to be provided
under this BPA. The BPA Holder shallprovide the personnel,
supervision, management, training equipment and systems, materials, and
instructional technology needed to conduct training of Navy and
civilian personnel in the courses described in Attachments A-E, and to
the specified completion criteria identified within each course's
objectives. The LTA may require the BPA holder to train (on occasion)
Navy instructor candidates. Similarly, BPA Holder instructors may
receive training from Navy instructors for the existing Navy courses or
using the BPA Holder course. Navy instructors will not count as a BPA
Holder student and may attend or teach a course at any time as directed
by the LTA. The LTA reserves the right to cancel a class at any time
for any reason. Table A identifies the length of each course in class
days, annual throughput, number of class convenings, and class size.
The throughput, class convenings and class size is estimated and may
vary from year to year and will also depend on vendor capabilities.

maintenance Additionally, BPA Holder's instructors shall undergo the
Navy instructor qualification process in Navy core values and suxual
harassment training; and instructors shall be certified in
Cardiopulmonary Resuscitation (CPR). CPR Certification must be achieved
within two months after award or as agreed upon between BPA Holder and
LTA. The BPA Holder shall provide facilities within sixty minutes
drive from the Norfolk LTA. BPA Holder facilities shall be of adequate
size/space to conduct the training and shall have acceptable
environmental conditions (heat/air) normally found in an academic
setting, utilities, and support to ensure undistracted and productive
training. Interested vendors address the following "Factors. a.
Instructor Qualifications. Identify instructor qualifications and
experience necessary to meet your institution's and or State's minimal
requirements for instruction in the skills to be taught in the above
course(s). Identify if you have instructor staff on hand or if you will
obtain instructors with appropriate qualifications. Identify your
understanding of the instructor competency requirements for each
course. Identify your approach for having your instructors receive
training in Navy Core values and sexual harassment that meets the
guidelines of the LTA Manual for NTT sites. b. Institution's Technical
Competency. Identify the courses by CIN and course title which wish to
provide instructional services. Additionally, describe your
understanding of the Navy courses you propose to teach and the skills
and competency requirements to be attained through each course. c. BGT
Curriculum. Identify whether you propose to use the Government
curriculum or your institution's curriculum for each course being
proposed. If proposing your institution's course, identify how your
curriculum meets the course learning objectives and your approach to
obtaining Navy approval to use your course. d. BGT Transition Identify
your approach to how you will plan for and prepare to implement
training for Battle Groups that require training at different times
during the year and on short notice. Identify the necessary instructor
qualification schedule/timing and interface with the Navy LTA and
NAWCTSD to ensure instructor qualifications are met and you are ready
to commence training. Also, identify you concept of reporting class
status/attendance. e. Vendor Training Capacity. Identify proposed
facilities (size, environmental atmosphere) support, and equipment for
conducting instruction of the course(s) you propose under this BPA and
that they are within 60 minutes or less drive during rush hour traffic
from FTC, Norfolk. Identify the number of class convenings and class
size for each course you propose to teach and your ability to respond
on short notice. f. Cost. (1)Identify the instructional cost. Cost is
to include all tuition, fees, labs, materials, and such. Identify
course materials, kits, books, and such separately from the tuition and
lab fees. Consider that the BPA holder will provide all instructional
materials required beyond any government furnished initial copies of
lesson outlines, course objectives, instructor and student guides, and
special handouts. (2) Identify your projected cost escalation over
five years from year 2000 through 2004. g. Past Performance. Provide
examples of past/present experience in training military personnel.
Indicate any previous contracts/agreements with DoD, contract/agreement
number and awarding agency. Provide copy of any special recognition or
letters of appreciation for such training. Provide copy of any news
articles that recognize your institution's excellent performance in the
area you wish to provide training, or any other indicator of past
performance. H. Indicate if your institution accepts credit cards for
