U -- REQUIREMENTS ANALYSIS & MANAGEMENT TRAINING/CERTIFICATION PROGRAM SOL TIRNO-00-RMB0001 DUE 041700 POC Susan Feirson (202-283-4226 -- FAX) The following Request for Information is issued for the purpose of conducting market research by encouraging commercial Information Technology (IT) companies to provide information and guidance related to employee training/development certification practices in the areas of requirements analysis and requirements management. Information submitted in response to this RFI will be used for planning purposes only. FAR Clause 52.215-3 applies. The Requirements Management Branch of the Architecture Division is developing an acquisition strategy for implementing technical employee training and/or development program requirements. The purpose of this request is to solicit information from interested companies capable of identifying technical certification programs in the areas of Requirements Analysis & Management. The primary objective is to obtain insight into the currently available business training/certification programs and practices. All pertinent information will be duly considered as the Requirements Analysis & Management certification program is further defined. This is not a formal solicitation under FAR Part 15 or a FAR Part 13 'Simplified Acquisition', but a request for interested companies to provide information. The following items should help facilitate the identification of our preliminary technical training and certification requirements. Supplemental literature describing your ability to implement a Requirements Analysis & Management certification program would be appreciated. Specific information on the following topics is requested: 1) What are the applicable technical training and/or certification programs you currently offer, market, or will have available within the current fiscal year? Are the existing programs available on your GSA FSS? If not, which items are available; what percentage of your proposed solution do they represent; and how would you compensate for training segments not available on your GSA FSS? 2) Please provide a proposed training course curriculum: course length, number of courses, course titles, core courses/elective courses; a description of each of the courses involved, and what accreditation the certification will provide. 3) What training materials would be provided for concentrated aspects of requirements analysis and requirements management, such as the identification/validation of requirements, the management of requirements versus traceability of requirements measured against the costs associated with changing requirements? 4) The course curriculum should also address the following impacts on baselines: Baseline impact assessment; Changes; Documentation as it relates to requirements; Hardware and Software (operating systems) baselines; Application, telecommunications, data and capacity baselines. 5) What, in your opinion, are the most effective training and acquisition strategies regarding requisite areas such as: Requirements identification and validation; Requirements development and decomposition; Requirements measures and metrics; Requirements traceability; Database and repository requirements; Requirements management relative to configuration management, data administration, change control, etc.; Performance requirements; Information relationship and history requirements; Temporal and dynamic behavior requirements; Requirements for parallelism or concurrency; Logical behavior (e.g. conformance to a mathematical model); Flow of control; Data flow; Non-functional requirements (constraints); Interactions with external systems; End-to-end scenarios; Security, and Technical Refreshment.
