for commercial item prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued. The
request for quotation number is 40QANW0A0079 and incorporates
provisions and clauses in effect through Federal Acquisition Circular
97-14. The contract will be a firm fixed price purchase order. The
National Data Buoy Center, Stennis Space Center, MS intends to contract
for buoy transportation and deployment as follows: PURPOSE: Provide
commercial marine service for: towing a large navigational buoy (LNB)
from the Stennis Space Center (Lat 30 21' N, Long 89 37' W) to a site
approximately 300 miles south of Pensacola, FL (Lat 25 33' 20" N, Long
86 45' 05" W); deploying the buoy at that site; returning to the SSC.
Deployment will commence on April 17, 2000 and will conclude no later
than April 26, 2000. The vessel will be loaded at the SSC dock; will
tow the buoy down the East Pearl River, through the Rigolets, to the
deploy site; will deploy the buoy and remain on site for testing ( 1
day); will return to the SSC dock to unload. The following are the
minimum requirements for the vessel: Meets all United States Coast
Guard requirements for 300 nautical miles plus offshore certification.
Precision positioning capabilities to within 100 meters. Capability
for towing a 12-meter discus buoy weighing approximately 100 tons with
a draft of approximately 4 feet at a minimum speed of 5 knots in a
seastate of 2. Comfortable, air-conditioned quarters and mess
facilities for as many as eight (8) personnel for the duration of the
trip. Crane/pivoting work davit with a safe vertical lift of 6500
pounds at 10 feet. Electrical power -- 120/208 VAC. On board
welding/acetylene cutting equipment. Ability to secure and safely
deploy the 6,000 pound anchor, 630 feet of 1 1/2" chain, and 12,500
feet of 2 1/4"rope (stored in two containers 8'x8'x6' high), from the
aft deck. A length of 1 1/2" chain (bull chain) must be secured across
the aft deck to facilitate deployment. Minimum 1500 square foot clear
deck working area with a minimum deck load capacity of 30,000 pounds.
Have sufficient pad-eyes or hold-downs on the deck, or ability to
install sufficient hold-down points, to accommodate mooring and
equipment for transit and deployment. Capable of work deck operations
in Sea State 4. Small boat for transit to and from 12-meter buoy in Sea
State 2 with carrying capacity of 3 persons. Able to transit the East
Pearl River and the SSC canal -- controlling depth of 7 feet. A site
survey of the vessel is required prior to any contractual agreement.
There are maximum sea states in which the vessel would be expected to
deploy. The decision whether to go or no-go when considering weather
conditions will be made by mutual agreement between the NDBC
representative and the boat Captain, with the Captain having the final
authority to postpone or cancel a mission. Due consideration will be
given to the safety of the vessel and personnel aboard at all times. A
no-go decision because of weather will not be considered cancellation.
