NAVSEA Indian Head seeks industry sources to provide a fuze for the
Shallow Water Assault Breaching (SABRE) System. The fuze effort will
include the design, documentation, fabrication of test articles and
evaluation testing of the fuze to meet government performance, safety
and reliability requirements. The SABRE System is a shallow water mine
countermeasures system. The SABRE will provide the Fleet with a means
to counter a wide range of anti-invasion mines. The SABRE system is
used in the 3-10 foot portion of the surf zone (SZ) to prepare for an
amphibious assault. The SABRE System is considered a one-shot
expendable system. It is a 400-foot long Linear Demolition Charge (line
charge) constructed of 130 individual 15 pound explosive loaded charges
with 3-foot spacing. It is launched from a manned Landing Craft, Air
Cushion (LCAC) using a MK 22 MOD 4 rocket motor. The line charge will
be detonated automatically using a fire and forget fuze. Indian Head
seeks mature fuze concepts and designs that can be integrated into the
existing SABRE System to meet the system mission safety and
performance requirements. We require a fuze that will detonate the line
charge only after (1) a successful rocket deployment of the line charge
away from the LCAC and (2) entry the line charge into water. The fuze
must have a high reliability of function (estimated in excess of .982
at this time). A very high reliability for the fuze to sterilization or
possess a self-destruct feature within 60 seconds from the time of
launch may also be required. The fuze must be designed under the
guidance of MIL-STD-1316D and minimize form and fit interface impacts
on the rest of the SABRE System. The fuze must use proven technology,
arming approaches and components to meet the performance, reliability
and safety requirements as well as provide a minimized development
schedule. The Indian Head Division estimates releasing the solicitation
for this fuze in June 2000 and the Request for Proposal (RFP) in July
2000. The RFP will contain the detailed requirements for the fuze.

operational mission, system description and related background along
with Autocad formatted drawings of SABRE's past Mod 0 and Mod 1 fuze
designs will be provided upon your request. Please direct your request

information will be provided. NAVSEA Indian Head will conduct an
Industry Day May 10, 2000 on-site at Indian Head, Maryland. This forum
will provide detailed information on the SABRE system and hardware,
the current requirements for the fuze and the mission and safety
considerations. Briefings will occur in the morning followed by
afternoon discussions between industry representatives and the
