presolicitation notice pursuant to FAR Part 5, but is a Market Survey
to identify sources that accomplish unscheduled depot-level maintenance
and repair of C-141 aircraft. Anticipated work includes, but is not
limited to, the following: fuselage and wing repair and
modifications/Time Compliance Technical Order installations.
Approximately 1-20 aircraft are anticipated for drop-in repair annually
for an anticipated five-year period in conjunction with this
requirement. This work will be accomplished at the contractor's
facility. To accomplish this work, the aircraft must be jacked and
placed in a no-load condition in a fully enclosed facility. Aircraft
preparation includes defueling, purging, engine, pylon and leading edge
removal, and removal of plumbing and parts necessary to gain access to
inspection/repair areas. This notice does not constitute an Invitation
for Bid or Request for Proposal and is not to be construed as a
commitment by the Government. The Government will not reimburse
contractors for any cost incurred for their participation in this
survey. The Draft Statement of Work and a Minimum Essential
Requirements document are available on the web at

foreign participation or level of security clearance required to
receive a solicitation has not yet been determined. Therefore,
participation in this survey may not necessarily result in your company
being able to participate in the solicitation. Large and small
businesses are encouraged to participate. Joint ventures or teaming
arrangements may be advantageous. Information relative to the Small
Business Administration Final Rule concerning waiver of the affiliation
rule for small business joint venture and teaming arrangements is
