The Naval Surface Warfare Center, Dahlgren Division, Coastal Systems Station, Panama City, Florida, intends to award a sole source purchase order to develop methods to enhance Underway Replenishment (UNREP) capabilities for both U.S. Navy and MSC ships. This includes the development of a replacement for the current Phone and Distance Line (PDL) now used during UNREP operations. The goal under the Improved Phone, Distance, and Data Link (IPD&DL) effort will be to eliminate the requirement for personnel to hand-tend the existing PDL now used during UNREP operations. A second goal is the development of a real-time data link between ships that will provide secure data communication capabilities between ships during UNREP evolutions. This action is not suitable for full and open competition for the following reasons: As the developer of the Amy's prototype laser range finder and communication solution, TrexComm, Inc. is uniquely qualified to perform this work. The Contractor must possess current and detailed experience in near-IR eye-safe laser systems that are capable of providing integrated voice & data transmission, range finding, and automatic tracking capabilities.
