combined synopsis/solicitation for commercial items prepared in
accordance with the format in Federal Acquisition Regulation (FAR)
Subpart 12.6, as supplemented with additional information included in
this notice. The announcement constitutes the only solicitation;
proposals/bids are being requested and a written solicitation will not
be issued. This solicitation is being issued as a Request for
Quotation (RFQ) #938556. The provisions and clauses incorporated are
those in effect through Federal Acquisition Circular #97-15. This
solicitation is under the Simplified Acquisition Procedures (SAP) and
is a Small Business-Small Purchase Set-Aside. The Standard Industrial
Classification Code is 3826 and the business size standard is 500
employees. This will be a Firm-Fixed price contract. The Government
intends to purchase the following Laboratory equipment: Scanning
Electron Microscope (SEM), Model PSM-75, Minimum requirement : No
requirement for: chilled water, compressed gas, or 220V power, weight
less than 500 lbs, facilitating relocation via rolling on build in
caters, turbomolecular pump, floor space dimension of main console not
to exceed 32" deep and 26" wide disposable column liner tube assembly,
secondary and back scattered electron imaging capability, motorized
computer-controlled X, Y stage, with joystick controller, EDS system
consisting of: 10mm2 Si (Li) detector, ultra-thin window, <133 eV
resolution, and all typical software for spectrum processing, Window
based operating system, automated GSR analysis for unattended analysis
of up to (6) six specimens, including determination of position, size,
shape and chemistry of detected particles, Compositional categories
will include unique and consistent GSR particles, as well as commonly
occurring environmental particles (up to 60 classes). The operator can
easily edit these categories., Capture of digital image and spectrum
of Unique and consistent GSR particles pause/restart capability, easy
particle relocation, comprehensive report format, including operator,
date, instrumental conditions, Analytical parameters, images and
spectra, and particle types and numbers, on-line diagnostics package,
including modem and all required PC interface software, printer,
equivalent to HP LaserJet V, corporate experience in GSR analysis .
Warranty-one year or better. .The above characteristics are intended to
be descriptive, but not restricted. Unless clearly marked that the
vendor is quoting on an "equal" the offered item shall be considered as
the brand name product referenced in this announcement. If the vendor
proposed to furnish an "equal" product the brand name if any, of the
product to be furnished shall be inserted on the proposal. The
evaluation of the quotations and the determination as to equality of
the product shall be the responsibility of the Government and will be
based on information furnished by the vendor. The purchasing activity
is not responsible for locating or securing any information which is
not identified in the quotation and reasonably available to the
purchasing activity. To ensure sufficient information is available, the
vendor must furnish as a part of his quotation all descriptive material
(such as cuts, illustrations, drawings or other information) necessary
for the purchasing activity to determine whether the product meets the
salient characteristics of the requirement. If the vendor proposed to
modify a product so as to make it conform to the requirement of this
announcement he shall include a clear description of such proposed
modifications and clearly mark any descriptive materials to show
modifications. The government reserves the right to request product
samples which can be tested for compatibility. A Standard Commercial
