66 -- INSTRUMENTS AND LABORATORY EQUIPMENT SOL N68936-00-R-0051 DUE 042500 POC Moira Eiserloh -- Contract Specialist, (760)939-4121, L Dell Hledik -- Contracting Officer, (760)939-3772 The Naval Air Warfare Center Weapons Division is issuing this combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; all responsible sources may submit a bid, proposal, or quotation, which shall be considered by the agency. A written solicitation will not be issued. Solicitation N68936-00-R-0051 is being issued as a request for proposal which will incorporate provisions and clauses that are in effect through the Federal Acquisition Circular 97-12. This solicitation is being issued on an other than full and open competition to Bruker Instruments, Inc, Fremont, CA, because the spectrometer being replaced is one of three Bruker units currently being used in the laboratory. The instruments operate on proprietary software for processing and analyzing the resulting data. Only "Bruker" software can run Bruker spectrometers and read Bruker-formated data. Commonality of instruments is essential to retain the ability to move data/experiments rapidly and easily from spectrometer to spectrometer and to exchange specific components from one spectrometer to another. The associated standard industrial classification code (SIC) is 3826. The following equipment is being procured; Line Item 0001 and subline items include a Bruker Avance 200WB High Performance NMR Spectrometer Console system to analyze solids; a multinuclear cross-polarization and magic angle spinning NMR probe; a multinuclear cross-polarization/multiple quantum magic angle spinning NMR probe; triple-resonance cross-polarization magic angle spinning probe; digital variable temperature control unit accurate to +/-0.2 degree Celsius; magic angle spinning heat exchanger; magic angle spinning controller unit-controllable directly from the main system. Line Item 0002 is for complete documentation on CDROM and manuals for XWINNMR, XWINPLOT, and ICON-NMR. Line Item 0003 is for installation of the system; Line Item 0004 covers training for two classes at Bruker Training Facility; Line Item 0005 is for reconditioning of existing 200 MHz magnet system including disassembly, replacement of crystals, reassembly, cooling and reenergization of the magnet system. Line Item 0006 and subline items consist of: 10 Kel-F magic angle spinner caps (7mm) and 5 Boron Nitride magic angle spinner caps (7mm) that are compatible with the multinuclear cross-polarization and magic angle spinning NMR probe; 10 Kel-F and 5 Boron Nitride magic angle spinner caps (2.5mm each) and 5 Magic angle spinner sample holders (2.5mm) that are compatible with the multinuclear cross-polarization/multiple quantum magic angle spinning NMR probe. The Contractor is required to deliver and install the spectrometer F.O.B. destination to the Naval Air Warfare Center Weapons Division, China Lake, CA 93555-6100. Delivery is required on or before 31 August 2000. The provisions at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. The Contractor shall include with its offer a completed copy of the provision at FAR 52.212-3 (with ALT I) and DFARS 252.212-7000, Offeror Representations and Certifications-Commercial Items. FAR clause 52.212-4, Contract Terms and Conditions-Commercial Items, applies to this acquisition. FAR clause 52.212-5 and DFARS 252.212-7001, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, apply to this acquisition.
