commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice and award shall be made in accordance with FAR Subpart 13.5 Test
Program For Certain Commercial Items. This announcement constitutes the
only solicitation; a formal written solicitation (request for
quotation) will not be issued. This Solicitation Number is
N68936-00-T-0107, and is issued as a Request for Quotation (RFQ). The
solicitation document and incorporated provisions and clauses are those
in effect through Federal Acquisition Circular 97-15 and Defense
Acquisition Circular Number 91-13. The Naval Air Warfare Center Weapons
Division (NAWCWPNS), China Lake, CA, intends to award a Fixed Price
Indefinite-Delivery, Indefinite-Quantity (IDIQ) type contract for 50 mm
Focal Length Infrared Lenses, motorized assembly which includes user
manual and test report (DIOP part number 22719). It shall also include
DIOP Smart Controller Board (DIOP part number 31100-10) with cabling
for lenses (part number 31169) to serve multiple purposes in daytime
and nighttime usage to support testing of military hardware. The lens
will be fielded in the desert range environment. The lenses must be
compatible with the Raytheon HS midband IR camera and a government
owned infrared telescope and collimator that operates in the 3 to 5
micron IR band. The lens shall contain focus motor capability user
selected via remote serial link control via the Radiance IR camera.
Feedback shall be provided to provide focus position and discrete I/O
for limit switch reading and optical element control via the remote
serial link. The lens shall have an external entrance pupil. The lens
shall mate and operate with a Raytheon Radiance HS IR camera (Galileo)
with a 256 by 256 element focal plane array. Horizontal and vertical
pitch is 30 microns for the FPA. (Galileo Commercial Produce
Specification #72308 dated January 1996). The lens shall have motorized
focus with remote focus control capability. This control shall use the
Raytheon Radiance HS serial interface. Additional I/O bits shall also
be available for field of view position indication as well as field of
view actuation changes. The focal length shall be 50 mm plus or minus
1 mm. Overall length 5 1/2 inches or less. No structure forward of the
front lens surface. The ratio of the effective optical focal length to
the effective optical aperture (F number) shall be numerically 2.3 or
lower. The input pupil of the lens as defined by the cold stop shall be
accessible, at the lens front surface to a half-inch in front of the
first optical surface. The lens shall focus the camera from a near
distance of 50 times the lens focal length to infinity. In addition,
the image position on the FPA may not shift by more than 0.5% (38
microns) of the field of view when the lens is focused from the focus
range of 1000 feet to infinity and visa versa. The connector for focus
control on the lens itself shall be a 9 pin D, and shall be on the top
of the lens assembly after mating to the Radiance HS camera. The
maximum image geometric distortion error of the output image of the
system shall be less than 1 pixel (30 microns) over the wavelength band
from 3-5 microns in the middle 50% of the image and less than 2 pixels
(60 microns) outside this area. Geometric distortion error is defined
as follows: The difference of the measured coordinate position of a
point in the image to the ideal coordinate position of that point.
Delivery of lens, shall include all cabling to interface to the
Radiance IR camera, as well as user manuals and acceptance test
procedures and test results for each lens. A minimum of 15 lenses will
be ordered and a maximum of 25 lenses may be ordered over the one-year
term of the contract. The first delivery will be for 3 lenses to be
delivered 18 weeks after issue date of first Delivery Order and 3
lenses per month thereafter. Inspection and acceptance of the supplies
to be furnished hereunder shall be made at destinationby the receiving
activity. The procurement will be awarded on a Sole Source basis to
Diversified Optical Products (DIOP), Salem, NH, because they are the
sole owners of the design of the serial interface to the lenses. DIOP
holds the proprietary rights on the serial remote focus link to the
lens. FAR 52.212-1, Instructions to Offerors, Commercial Items applies
to this acquisition. The Offeror shall include a completed copy of
provisions at FAR 52.212-3, Offeror Representations and Certifications,
Commercial Items, and provision DFARS 252.212-7000, Offeror
Representations, Commercial Items, with its offer. Be advised that FAR

Government will award a contract resulting from this solicitation to
the responsible offeror whose offer conforming to the solicitation will
be most advantageous to the Government, price and other factors
considered. This is a rated order under DFAR (15 CFR 700) and is rated
DO-C9E. Respondents, other than the above, should submit, at a
minimum, their qualifications and any other information considered
pertinent to the requirement to the Contract Specialist within 30 days
after CBD publication of synopsis. It is the offeror's responsibility
