This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Federal Acquisition Regulations document (FAR) subpart 12.6, as supplemented with additional information included in this notice and following the simplified acquisition procedures in FAR part 13.5. This announcement constitutes the only solicitation. This solicitation is being issued as a request for quotations (RFQ). Work will be performed at Cheyenne Mountain complex. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 97-15. This procurement is for the following: predictive on-line Battery Monitoring and Data Management System (BMDMS) with test, analysis, and remote monitoring control capabilities. Unless noted otherwise, the BMDMS Vendor shall provide all required hardware and software. The BMDMS shall be industrial grade equipment with a design life of 20 years. Installation is for five strings of 188 cell batteries and that it covers installation, commissioning and training. System Specifications: (1) String Capacity: System is expandable to monitor up to 8 strings of 256 cells. Strings do not have to be in a parallel configuration. With the use of a multiplexer, a total of 16 systems can be connected to a single computer or communication link. (2)Input Power: 120 Volts AC, 1 phase, 60 Hz. (3) Operating Temperature Range: 0 to 50C; (4) Altitude: 0 to 5000 feet above sea level; (5) Humidity: 10% to 95% non-condensing; (6) Cell Voltage: 0 to 4.000 volts / 0.1% of reading 1 mV; (7) String Voltage: 0 to 80.00 volts / 0.1% of reading 0.02 volts, 0 to 400.0 volts / 0.1% of reading 0.1 volts, 0 to 600.0 volts / 0.1% of reading 0.2 volts; (8)Current: 0 to 4000 amps / 0.1% of reading 1 amp; (9) Current Sensors: One per battery string; (10) Temperature: 0C to 80C (32F to 176F) / 1, (11) Temperature Sensors: Up to ten ambient or electrolyte sensors per string can be defined. Monitoring System Description: The on-line Battery Monitoring and Data Management System (BMDMS) shall monitor the battery systems specified in the attached drawings. The system shall be capable of automatically monitoring, displaying, and recording all battery parameters specified in this specification. The BMDMS shall transmit all battery data to a Remote Central Computer (RCC) via telephone dial-up modem or be capable of being polled over a network connection using TCP/IP. Evaluation is based on best value including ability to meet requirement specifications and cost. The provision at FAR 52.212-1, Instructions to Offerors, applies to this acquisition. Quotes shall include a completed copy of the provision at FAR 52.212-3, Offeror Representations and Certifications-Commercial Items, with its offer. The clause at FAR 52.212-4, Contract terms and Conditions-Commercial Items, applies to this acquisition. The clause at FAR 52.212-5, Contract Terms and Conditions Required to Implement Statutes or Executive Orders-Commercial Items, applies to this acquisition.
