Surveillance and Control System (CSCS) Program Office, ESC, Hanscom
AFB, MA 01731-1625, is seeking potential sources qualified to design,
develop, fabricate, integrate, install, and test Digital Weather
Intelligence Data (DWID) systems. DWID will extract weather data from
existing CSCS AN/TPS-70 Ground-Based Radars (GBR) in order to allow
enhanced sortie generation of airborne early warning (AEW) systems,
tracker aircraft, and interdiction assets for USSOUTHCOM
counternarcotics missions in Central and South America. DWID will
provide weather information to enable the capability to reposition all
air assets based on near real-time weather data; significantly
increasing U.S. and Allied sortie success and productivity. This system
will be used as an Intelligence source in that it identifies areas
where suspects are most likely not flying due to inclement weather
conditions. The Government requires digital weather extractors that can
be readily integrated with existing CSCS AN/TPS-70 radars to provide
weather data in the USSOUTHCOM Area of Responsibility (AOR). In
addition, the Government requires hardware and software to fuse DWID
from multiple AN/TPS-70 radars and provide access to fused data via a
server on the SIPRNET and NIPRNET. Use of Commercial-Off-The-Shelf
technology is encouraged. Near real-time DWID is key to improved
forecast reliability in the zero-to-six hour time-frame; three to four
hours is the mission endurance for most trackers and all Participating
Nation (PN) interdiction assets. The following areas need to be
addressed by potential offerors in their qualification packages: (a)
Weather Extractor Device and Weather Data Processor -- Equipment
technical specification data with form, fit, functionality information,
along with interfaces and protocols supported, and power requirements;
(b) Projected time to deliver a total system solution (hardware,
software, integration, and familiarization) after receipt of order;(c)
Elaborate on whether device hardware and associated software is in
current production, under development, or modification to existing
product in the field. If modification is required, describe in detail
the level of effort (SLOC) and time to deliver the fully tested product
to the government;(d) Operational Flexibility -- Describe "front panel"
diagnostics, user-selectable options, features, filters, etc.;
(e)Include a bugetary Rough Order of Magnitude (ROM) for hardware,
software tailoring, and system integration; (f) Operational
Environments -- All equipment will be installed in existing facilities
at CSCS radar sites or U.S. and Allied Operations centers; (g) DWID
contractor will provide familiarization training; (h) Documentation
will be required to allow existing O&M contractor to support DWID
system (Commercial format acceptable);(i) Manning -- No DWID contractor
manning is required at CSCS radar sites for O&M. Contractors that can
satisfy part or all of DWID requirements listed above should submit
their qualification packages (limited to twenty (20) pages) to include
any additional information deemed appropriate by the contractor.
