plans to issue a Request for Quotation (RFQ) for the improvement of the
Automatic Differentiation in Fortran (ADIFOR) version 3.0 suite of
tools and its use for applications to government-owned,
government-supplied versions of codes, for government-supplied test
problems. The contractor shall modify the ADIFOR 3.0 suite of tools to
include differentiation of linked systems capability and Message
Passing Interface (MPI-1) support. The contractor shall apply the
resulting improved ADIFOR 3.0 suite of tools to government-owned,
government-supplied codes, for government-supplied test problems. The
task includes any modifications necessary to the ADIFOR 3.0 tool to
include the new capabilities, new ADIFOR 3.0 tool applications,
verification for accuracy of the ADIFOR-generated codes, and
identification of, documentation of, and attempts to fix performance
impediments in the ADIFOR-generated codes. The task also includes a
study to address the problem of upgrading ADIFOR 3.0 to include Fortran
90 capability. This procurement is being conducted under the Simplified
Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items
from Rice University, unique supplies available from only one source.
Extensive unique experience and capability in ADIFOR has been developed
by Rice University in prior NASA Cooperative Agreements and purchase
orders. There would be substantial duplication of cost and time for
another company to perform this procurement and these costs are not
expected to be recovered through competition. The Government does not
intend to acquire a commercial item using FAR Part 12. See Note 26.
Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on April 7, 2000. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whether or not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
