sole source foreign military sales (FMS) French Republic (FR) and
United Kingdom (UK) Airborne Warning and Control System (AWACS)
Modification Study contract to The Boeing Company, PO BOX 3999, Seattle
WA 98124-2499. Contract is for specialized integration studies and
analyses for FR/UK AWACS modification to include (a) preparation of
system engineering and integration feasibility studies, (b) systems
configuration definition and design studies related to AWACS
modifications, (c) systems analysis of AWACS systems and subsystems to
identify the most cost effective implementation approach to meet an
operational requirement, (d) production planning and retrofit
solutions, and (e) preparation of price and availability data for AWACS
modification projects. These studies will continue the update and
modification of the FR/UK respective fleets to ensure and maintain
worldwide AWACS fleet interoperability and commonality. The Government
anticipates contract award in Fiscal year (FY) 2000, basic, with four
options, for a total of sixty (60) months and a ceiling of $4.5M. A
sole source contract to Boeing is contemplated because The Boeing
Company is the only known source with pre-requisite knowledge and
experience in the design, development, and integration of the
international AWACS fleet and planned modernization programs and
accessibility to E-3/E-767 AWACS technical data. An Ombudsman has been
appointed to address concerns from interested firms during this phase
of acquisition. The Ombudsman does not diminish the authority of the
Program Director or Contracting Officer, but communicates contractor
concerns, issues, disagreements, and recommendations to the appropriate
Government official. When requested, the Ombudsman shall maintain
strict confidentiality as to the source of the concern. The ESC

should be contacted only with issues or problems that have been brought
previously to the attention of the ProgramManager and/or Contracting
Officer and could not be resolved satisfactorily at that level. Please
