DEPARTMENT OF COMMERCE/NATIONAL OCEANIC AND ATMOSPHERIC ADMINISTRATION.
The National Oceanic and Atmospheric Administration (NOAA) National
Environmental Satellite Data and Information Services (NESDIS), Office
of Satellite Operations (OSO) intends to negotiate on a
non-competitive basis with Integral Systems, Inc.(ISI), Lanham, MD to
increase the contract level of effort under NOAA contract
50-DDNE-8-90049 by approximately 57,000 man-hours over the remaining
contract period of 24 months. NOAA contract 50-DDNE-8-90049 with ISI
extends through 03/31/02. This level of effort increase will support
the expansion of the existing OSO/ISI meteorological satellite systems
software, engineering and hardware support services, and incorporate
ground system engineering and software support for Satellite Operations
Management Subsystem (SOMS), Defense Meteorological Satellite Program
(DMSP) and its related subsystems. The existing contract provides broad
range of professional support services of the Polar Operational
Environmental Satellites (POES), Geostationary Operational
Environmental Satellites (GOES), and DMSP satellites, in the areas of
software programming, engineering services and hardware services; only
the level of effort is being increased for a higher level of support
services than originally projected for this project.. Support services
will be provided to operate and maintain the existing inventory of
orbiting meteorological satellites and future orbiting meteorological
satellites in a rapidly advancing scientific environment. A wide range
of software will be supported which directly reflects spacecraft
subsystem functioning, operations complexity, and accommodations for
analysis and correction of spacecraft performance anomalies. Also,
included is the design, development, modification, testing and
validation of software for the GOES, POES and DMSP systems. This work
is extremely critical and recent in-depth experience in design,
development, and implementation of the GOES, POES and DMSP ground
systems, is essential. The majority of work will be performed at
Satellite Operations Control Center (SOCC), Suitland, MD, but some
travel to the Command and Acquisition (CDA) stations in Wallops,
Virginia and Fairbanks, Alaska may be required. Vendors who believe
they can satisfy the Government's requirements are invited to submit an
affirmative response. Responses due no later than 45 days after the
date of publication of this CBD/Synopsis. To be considered an
affirmative response, vendors must submit written data and
documentation which demonstrate a knowledge of and recent in-depth
experience with GOES, POES and DMSP ground systems command and control
functions, data retrieval and distribution, hardware, application
software, and operating systems. Vendors must demonstrate experience in
operational command and control of low-earth orbiting satellites and
the ability to assume these duties without any performance delay and in
a cost effective manner. All responsible sources must submit a written
narrative statement of capability, that speaks directly to the
technical requirements stated herein, including detailed technical
information and other technical literature sufficient and cost
information to permit agency analysis in order to determine a bona fide
capability to meet the requirements. A determination by the Government
not to open the requirement for competition based upon responses to
this notice is solely within its discretion. Notes 22 and 26 apply.
