Contracting Officer, (301) 594-5919 This is a sole source commercial
services acquisition. The Clinical Center of the National Institutes of
Health under the authority of 41 USC 253(c)(1) as set forth in FAR
6.302-1, intends to negotiate and award a sole source services contract
to the Children's National Medical Center to provide complete pediatric
consultative services to Clinical Center patients. All consultations
are to be completed at the Clinical Center unless otherwise agreed to.
Telephone consultative services are to be provided as appropriate.The
contractor shall make available physicians and other medical personnel
with expertise in the following areas: Adolescent
Medicine,allergy,anesthesiology, cardiology,cardiovascular surgery,
endocrinology, gastroenterology,genetics,hearing and speech,
hematology,immunology,infectious
disease,neonatology,nephrology,neurology,neurosurgery,oncology,opthamo
logy,orthpedics,otorrhinolaryngology,pediatrics,general,plastic
surgery,psychiatry,psychology,pulmonary,radiology,rehabilitation,rheum
atology, surgery,urology. The NIH Clinical Center attending physician
shall coordinate the patient's care with the consulting physician who
shall perform, or direct other medical/technical staff to perform, all
invasive and/or non-invasive procedures and/or examinations on
patients at the NIH Clinical Center, or consulting physician's facility
only when the equipment, materials, or professional resources cannot
under reasonable circumstances be brought to the NIH Bethesda campus.
Services shall be available and provided, upon request, twenty-four
hours per day, seven days a week, 365 days per year. Services requested
will be identified as either emergency or routine.All medical staff
consultants providing services to the NIH under this contract shall be
credentialed and privileged under a process that meets the
accreditation standards of the JCAHO. In addition, the contractor shall
provide proof that all consultants comply with all applicable federa,
state and NIH requirements regarding the control of infectious diseases
in health care facilities.The timeframes for communication to establish
a consult, provision of care and reporting requirements are: EMERGENCY
CONSULT-Within one hour of placing the initial call for consult, the
contractor shall respond by telephone to the NIH requesting physician.
When the consult has been determined to be emergent the contractor
shall respond in person within two hours to the Bethesda campus after
the telephone contact with the NIH physician. Alternatively, if
appropriate resources are not available at NIH,the contractor and the
NIH requesting physician will jointly coordinate the completion of the
emergency consult off-site. Within two hours after completion of an
on-site or off-site emergency consult, the contractor shall verbally
inform the NIH requesting physician of consult results. When consult is
performed at the NIH Clinical Center, the written results shall be on
Progress Note paper and completed within four hours. For off-site
emergency consults written results must be faxed within 4 hours with
hard copy to follow in 7 days after completion. Results of
clinical,laboratory and pathological tests collected on NIH patients by
the consulting physician must be communicated verbally as soon as
available but no later than 24 hours after completion of the
consult.Fax transmission of results is acceptable but hard copy must
follow within 7 days. ROUTINE CONSULT-Requirements are the same as for
emergency consult, except that if the consult is routine, the
contractor has 24 hours to respond in person to the Bethesda campus.All
responses to this requirement must be written and received within 45
calendar days from the published date of this notice. THIS IS A SOLE
SOURCE COMMERCIAL SERVICES ACQUISITION. ORAL COMMUNICATIONS ARE NOT
ACCEPTABLE AND WILL NOT BE HONORED.A Statement of Work is available
upon request. Responses requesting the solicitation without providing
the required documentation shall not be considered. There is no
solicitation document. Concerns that respond to this notice will be
considered only if furnishing clear and convincing documentation
demonstrating their ability to meet, at a minimum the stated
requirements. Written responses should contain sufficient technical
information and a description as to how the organization intends to
supply the services which will meet the Government requirements,in
order to permit agency analysis to establish a bonafide capability to
meet the stated requirements and should be directed to Ann Argaman at
the address above. A determination by the Government to open the
requirement to competition based upon responses to this notice is
solely within the discretion of the Government. The Government will not
pay for preparation or submission of any information submitted in
