Services Administration (HRSA) has a requirement to let a contract to
provide for short term evaluation and analysis assistance, specifically
in the area of "Strengthening Evaluation Capability and Developing
Evaluation Designs. Task orders awarded under this proposed requirement
will focus on two separate, but related, areas. The first area is
strengthening evaluation capability through conduct of the following
types of activities: determination of the capacity for evaluation both
within HRSA and among its grantees; provision of technical assistance
and training to help build evaluation capacity; development of
measurement and other analytical tools for use by grantees; and support
of activities that strengthen local evaluation efforts. Technical
assistance may be provided in many different forms, depending on the
particular requirements of a given program. Generally, the Contractor
shall provide or maintain a network of professional consultants and/or
identify appropriately qualified experts to provide services on a
relatively rapid basis to various program areas as specified by each
individual Delivery Order. Types of assistance that may be required
include technical assistance to programs or grantees in areas such as:
evaluability assessment; policy analyses; evaluation design;
development of evaluation methods and tools and development of data
systems and computerized records. The second area is the development of
evaluation designs and the conduct of feasibility studies. These
studies focus on developing designs for all types of evaluations,
ranging from simple program descriptions and evaluability assessments
to measurement of all levels of program performance. Evaluation design
studies may require that the Contractor identify and make
recommendations on alternative evaluation methodologies, research
designs, and the use of data sets for various purposes at the local,
regional, and national levels; and, potentially, conduct feasibility
studies of these alternatives. Contractors may also be required to
construct and field test/validate data collection instruments; compile
written study protocols; and prepare any necessary clearance packages
for submission to OMB. The solicitation will be issued on or about
