The purpose of this procurement, which is part of NASA's Consolidated Contract (CCI) initiative, is to acquire contractor services for administratively closing acquisition instruments at each of the NASA Centers and the NASA Management Office (NMO). Support at NASA Headquarters is not a part of this requirement. Acquisition instruments include contracts, purchase orders, grants and cooperative agreements, and other agreements. In the past, each NASA Center/NMO has closed its acquisition instruments in a different manner. Some Centers independently contracted out this effort, while others accomplished this task "in house". This procurement outlines the services that may be requested by any NASA Center/NMO through the issuance of performance based task orders. To accomplish this work, the Contractor will be required to work with internal offices at each of the NASA Centers/NMO; the companies, universities, non-profits, or other organizations whose acquisition instrument is to be closed; and to work with other Governmental agencies or offices, such as the Defense Contract Audit Agency (DCAA) and Defense Contract Management Command (DCMC). The Contractor shall provide all management, personnel, equipment and materials (unless otherwise identified as provided by the Government in the contract or in a task order) to perform the work described in this procurement. On-site facilities will be provided by the Government to the extent stated elsewhere in the contract. The Contractor shall manage the work to be performed under this contract including closing all acquisition instruments in accordance with the FAR, NASA FAR Supplement, and all applicable laws, regulations, etc. The Contractor shall also assure the availability of qualified personnel for timely response to task orders and manage all task orders according to the Contractor's Management Plan. Task Orders may be added, deleted, or modified as Agency, Center/NMO goals change. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. This procurement is an 8(a) set-aside. See Note 1. The SIC Code and Size Standard are 8741 and $5 million, respectively. The DPAS Rating for this procurement is DO-C9. The provisions and clauses in the RFO and model contract are those in effect through FAC 97-15. All qualified responsible sources may submit an offer which shall be considered by the agency. The anticipated release date of the RFO is on or about March 24, 2000, with an anticipated offer due date of on or about April 24, 2000. An ombudsman has been appointed -- See Internet Note "B".
