The Health Resources and Services Administration (HRSA) has a requirement to let a contract to provide short term evaluation and analysis assistance, specifically in the area of "Evaluation of the Effectiveness of HRSA Supported Activities." Task orders awarded under this proposed requirement will focus on the design and/or conduct of studies to assess the effectiveness of HRSA programs, program components, or initiatives in achieving their intended outcomes. Studies could assess the degree of success of HRSA-supported activities in achieving specified objectives and goals by addressing such topics as: measurement of basic outputs, such as improvements in access to health care through HRSA-supported activities; measurement of intermediate outputs, such as risk reduction and improvement in immunization status; measurement of longer-term outcomes, such as improvement in health status; determination of unintended effects of HRSA-supported activities; assessment of the relationship between HRSA-supported activities and various observed outcomes; and identification of participants, clients, or target audiences, determination of their expectations and levels of satisfaction with HRSA-supported activities. While studies in this category may include both design and implementation, frequently the dollar limit and time limit constraints specified in the requirement contract will limit the individual task orders to one or the other. The Requirements Contract will be issued for a 12-month period with the option to extend for four (4) additional 12-month periods. The solicitation will be issued on or about 4/11/00.
