combined synopsis/solicitation for commercial items prepared in
accordance with the format in Subpart 12.6, as supplemented with
additional information included in this notice. This announcement
constitutes the only solicitation; proposals are being requested and a
written solicitation will not be issued. Solicitation number F23606 00
Q4018 is being issued as a RFQ. The solicitation is 100% small business
set-aside and size standard is $7.0m. The Standard Industrial Code is
1731. The Defense Priorities and Allocation System (DPAS) rating is
S10. Evaluation/Award: The Government will award a contract resulting
from this solicitation to the responsible offeror whose quote to this
solicitation is the lowest overall price. Furnish all labor, materials,
and equipment to install eight power receptacles for the Trailer Power
Distribution system within the Weapons Storage Area (WSA) at Whiteman
Air Force Base. SLIN 0001: SCOPE: This specification provides
requirements for stationary installations to provide electrical power
for Safe-Secure Trailers (SST) and Safeguards Transporters (SGT).
REQUIREMENTS: The installation shall meet all applicable provisions of
the National Electric Code. The components shall be arranged as shown
in Figure 1 or Figure 2. Installations conforming to earlier versions
of this specification may continue to be used until maintenance is
required to maintain safe operation conditions. Subsequent to the issue
date of this version, all new installations shall meet the requirements
of this version and the NEC. PHYSICAL REQUIREMENTS: The components
(except cable and connector) shall be mounted in suitable electrical
enclosures, i.e., rain proof for outdoor locations. Means to operate
the disconnect switch must be easily assessable to personnel using the
service. It is preferred that the GFCI be located near the disconnect
switch at the fixed end of the cable. Hooks or other means shall be
provided for storage of cables when not in use. ELECTRICAL
REQUIREMENTS: The 60Hz power source shall be either 120/240 VAC, single
phase, or two legs of a 120/108 VAC three phase system. The indicator
light, if used, may be of any suitable type and rating. The cable shall
be AWG #8 copper, four conductor, type SO or STO. It shall be 50 feet
long maximum. It shall be wired directly into the load side of the GFCI
or disconnect switch with no intermediate connectors, Figures 1 & 2.
The cable connector shall be a Hubbell HBCL430C12W. It shall be
installed on the cable per Hubbell form 1402, a copy of which is packed
with each connector. The GFCI shall be SQUARE D Q00230GFI or Q023B0GFI.
In cases where it is desirable to locate the GFCI in a main breaker
panel, an equivalent GFCI compatible with the panel may be used. 1. The
Contractor shall be responsible for coordinating his work with the Base
Utilities 509 Civil Engineering Squadron, Operations Flight (CEOI). 2.
Notification of work: The Contractor shall notify the Contracting
Officer or his/her representative in writing two weeks in advance and
attenda pre-construction meeting, and verbally twenty four hours in
advance, of the beginning of work. 3. Cleanup and disposal of debris:
At the end of each workday, the Contractor shall clean the work area
and stack building materials in a neat manner. Upon completion of the
work, the Contractor shall ensure that all dirt, trash and debris
resulting from construction operations is removed from the work area.
Disposal of debris shall be made by the Contractor at his/ her expense.
All debris shall be delivered to a state-approved sanitary landfill.
Notice: The disposal of demolition waste is regulated by the Department
of Natural Resources under chapter 260, RSMo. Such waste, in types and
quantities established by the department, shall be taken to an
approved demolition landfill or an approved sanitary landfill for
disposal. 4. Restricted Entry: Because Facility 4034 and 4014 are
located in restricted access areas, working conditions will be subject
to the following security restrictions and construction sequencing.
All work within the existing area shall be performed under established
escort. The work area is an explosive storage environment. The
Contractor will be given the maximum amount of safe distance that Air
Force guidance requires. Action Start: Once the Contracting office has
been notified, normal construction can begin. Access to the
construction sites during this time will be through the Entry Control
Point (ECP) and the procedures described below will be followed.
Performance Period: Work shall be completed within 85 calendar days
after receipt of award. Security Exercises and Convoys: When weapons
convoys inter-area movements are formed in these areas, the Contractor
will be prohibited from entering or leaving the affected areas. The
Contractor, if inside the area already, may be required to relocate
personnel from the convoy route which includes leaving the area within
15 minutes of notice. Convoys occur approximately 40 times per month
with a 30-minute average duration time. During security exercises, the
Contractor will not normally be required to leave the area. Work
Delays: Contractor shall anticipate a work delay of up to 15 days
during the contract period due to Whiteman AFB operations. This time is
included in the overall completion time stated. Due to treaty
inspections, the Contractor shall be advised if any inspection occurs
in the area any equipment longer than 20 feet will be detained until
further notice. 5. Standard Entry Procedures: All Contractor personnel
and employees will be under escort at all times while within the
restricted area. The Escort Pool (coordinated by the Civil Engineering
Squadron) will provide and perform all escort duties. The number of
escorts will be determined by the requirements to provide at least one
individual per work crew or work area. Each escort shall be able at
all times to have visual contact with all members of the work crew. The
Contractor shall restrict his personnel to the project construction
areas within the restricted areas and shall limit construction
operations to the work areas defined or indicated on the drawings. If
access is required to other areas, except for Base transit to enter or
leave work areas, entry clearance shall be arranged through the
Contracting Officer at least 72 hours in advance. Contractor shall
provide one-week notice, to Contracting Officer, on all activities
requiring escorts. Entry Authorization Letter (EAL): Ten (10) days
prior to the initial start of construction in this area, the Contractor
shall provide the Contracting Officer with a list of employees
requiring entry into a restricted area. This list will include the full
name, address, and social security number of each employee; the serial
number, model, year, color, and the license number of each vehicle.
Subsequent additions to the EAL may be made by a new EAL request letter
72 hours in advance of the employee_s arrival. Employees who have been
terminated or dismissed shall be removed from the entry list
immediately. Personnel Entry: Do not approach entry point until the
escort is available. Only personnel on the EAL will be allowed into
this area in 4-hour block time intervals. All personnel will be subject
to an I.D. check and a metal detector search each time they enter and
exit the area. Once inside, they must be escorted at all times by
Government personnel. All vehicles entering and/or leaving a restricted
area will be searched by security personnel. Because of these personnel
and vehicle searches and possible waiting time for escort arrival, the
Contractor can expect personnel entry to take up to 15 minutes per
person and vehicle processing in and out of the area up to 30 minutes.
Each employee shall be required to carry two forms of identification.
One form shall include a picture and both shall bear the employee's
signature. Vehicles: Only company-owned vehicles will be allowed inside
a restricted area. No privately owned vehicles will be permitted
inside. Each vehicle must be identified by company name on both sides
of the vehicle. Magnetic signs are acceptable. Vehicles and motorized
equipment are not to be left unattended inside or within 100 feet of a
restricted area unless immobilized by removing the key or other
suitable means. Under no circumstances will vehicles be parked within
30 feet of the perimeter fence (both inside and outside of a restricted
area). Pickup trucks and passenger vehicles shall be equipped with one
fire extinguisher per vehicle rated 4 B.C. All other vehicles shall
have two extinguishers per unit rated 8 B.C. 6. Flame Producing
Devices: Flame-producing equipment such as matches and lighters are not
permitted inside of a restricted area. Smoking within this area is
prohibited except in limited designated areas. Electrically operated
lighters will be used at these locations. The use of torches for
cutting welding, etc., is also restricted to certain areas and must be
coordinated in advance. 7. Equipment and Construction Debris:
Equipment stockpiles are not allowed outside of the facilities and are
subject to search. All construction debris shall be hauled off at the
end of the workday. 8. Miscellaneous: Contractor_s use of video
cameras, cameras, and recording devices shall be prohibited in the
area. If the Contractor feels any of these items are essential for
work, the Contractor shall contact the Base Public Affairs Office and
Wing Security Manager for permission of use. 9. Emergency Outages: The
Contractor shall notify the Contracting Officer immediately when an
emergency outage of a utility occurs. No outage shall exceed 4 hours in
duration. The Contractor shall be responsible for all repairs. A list
of contacts will be provided if a outage occurs. 10. Cleanliness of
Paved Surfaces: The Contractor shall keep all paved surfaces traveled
by his construction equipment clean at all times and, specifically,
free from small stones, soil or other materials which might damage jet
aircraft. The traveled areas shall be cleaned using a self-propelled
vacuum, vacuum truck, or other appropriate equipment and shall be
cleaned to the approval of the using agency through the Contracting
Officer_s representative. The following FAR Clauses and Provisions
