Harsha, Contracting Officer, (301) 435-4335 PRESOLICITATION NOTICE FOR THE NATIONAL INSTITUTE OF HEALTH ANIMAL CENTER(NIHAC)AT THE NATIONAL INSTITUTES OF HEALTH(NIH), POOLESVILLE, MD. It is the intent of the NIH to procure this project under a two(2)step acquisition process. Under the first step NIH will prequalify construction contractors for a bidders list to provide all services for the construction of the new power plant at the NIH Animal Center in Poolesville, Maryland. The Upgrade of Utility Infrastructure Project at the National Institutes of Health Animal Center (NIHAC) in Poolesville, Maryland consists of a construction for a new power plant to replace the existing plant facility, and connection to existing utilities which includes steam chilled water, sanitary, water, electrical and signal. The period of performance will be two(2) years (730 calendar days)including any options excercised. The new 3,885 square meters (24,000 cubic meters) Power Plant includes three (3) 4200 kw chillers and provision for one (1) future 4200 kw chiller, two (2) 11,500 kw and two (2) 4,500 kw high pressure (1700kpa) water tube boilers and provision for an additional future 11,500 kw high pressure boiler. The work includes all materials, labor, supervision, quality control, commissioning and any other associated cost for all pumps, tanks, piping and cooling towers to provide a complete chilled water and steam plant facility. The chilled water system is a primary/secondary system with primary pumps for a chiller loop, and secondary pumps to serve the site building loops. The new Power Plant includes a new 15kw distribution switchgear complete with new 15kv feeders and utility connection configured to serve the entire animal center electrical system. The new Power Plant under Option 1, includes providing and installation for two (2) 1,500kw, 12,470 volts engine generator plant; under Option 2, is a provision to install four (4) 1,500 kw, 12,470 volts engine generator plant. Both options include paralleling switchgear with utility load management, complete with microprocessor based measuring and monitoring power system feeders and connections to serve the NIHAC power system. The project also includes 290 square meters (870 cubic meters) utility tunnel with steam, distilled water and electrical utilities, and connections to existing NIHAC utilites.
