The scope of work consists of milling the existing runway to a depth of eight inches, constructing a concrete aircraft turn around, a concrete touchdown at each end of the airfield and replacing the milled asphalt. Two additional asphalt surface layers will be added above original grade. In addition, the work will consist of overlaying the taxiways and one existing apron. A new concrete aircraft apron will be constructed to handle four large frame aircraft and four medium frame aircraft. The work will also include storm drainage, grading, sub-grade work, runway/taxiway lighting, generators and electrical power distribution. Contractors will be able to visit the Manta Air Base for a site inspection on 4 May 2000. Contractors shall meet at the front gate at the entrance to the Military side of the base at 8:00 a.m. There will be a pre-proposal conference held at the Oro Verde Hotel at 8:00 a.m. on 5 May 2000. All interested Contractors may attend. Contractors must have an english-speaking representative in attendance at the pre-proposal conference. Bid documents are available on or about 14 April 2000. Estimated cost of work is over $25,000,000. Unrestricted. All responsible sources may submit an offer, which shall be considered. Bidders, subcontractors and Dodge Plan Rooms are required to self-register their firm or office on the Internet to receive one CD-ROM. Registration instructions are available on the Internet at http://www.sam.usace.army.mil/sam/ct. Neither telephonic, mailed, nor fax requests will be accepted. Those registering are responsible for the accuracy of the information on the mailing list. Registration must include the firms' physical address, telephone, a valid fax number and a point of contact. Registration should be completed one week prior to the issue date. All notifications of changes to this solicitation shall be made through the Internet only. It is therefore the contractors responsibility to check the Internet address listed above daily, for any posted changes to this solicitation. Actual solicitation amendments will be issued either by fax, 3.5" diskette or CD-ROM. The plans and specifications will be issued on Compact Disc (CD-ROM) only and will be provided free of charge. Plans and specifications will not be provided in a printed paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. All bid forms, bid bonds, and other normal documents required for the bid submittal, including amendments to the bid submittal, shall be in paper medium. Electronic medium for the bid submittal documents will not be allowed. Prospective Bidders outside the United States, may pick up the plans and specification on Compact Disk (CD-ROM) at the Oro Verde Hotel Lobby in Manta, Ecuador on 14 & 15 April 2000, between 8:00 a.m. to 5:00 p.m. local time. One free CD will be available per company. Critical Path Method (Network Analysis System) and Construction Phasing is required. For this job, a small business is defined as having average annual receipts of less than $17,000,000 for the past three years. This solicitation includes bid options, which may not be awarded. The penal amount of performance bonds shall be one hundred percent (100%) of the original contract price. The bid bond shall be ten (10%) of the original contract price or $1.5 million, whichever is less.
