Contracting Officer, lfermin@cgalaska.uscg.mil. Construct and install
one three pile fixed navigational aid and two single pile navigational
aids in the Port Graham waterways of the Kenai Peninsula to replace
three existing buoys (all pile structures are driven). Coast Guard
Cutter to remove existing buoys and specify exact location for
replacement structures. New structures are to be built using new
12-3/4" diameter (PP 12-3/4") steel piles, new steel ladders, and new
upper column and platform (approximate locations: 59-22.1N, 151-52.4W,
59-21.8N, 151-51.6W, 59-21.4N, 151-50.2W). Work includes fabrication
of all ladders and connectors, pipe guards ("ice rings"), driving
template, and installation of same. Government to provide platforms for
the contractor to install. Work shall be completed between June 1, 2000
and August 1, 2000. The estimated cost range for this project is
between $25,000 and $100,000. The work required by this solicitation is
identified as Industry Standard 1629 and the applicable size standard
is $17.0 million dollars in annualreceipts for the past three years.
Request for Quotation packages must be received in this office by close
of business April 14, 2000. This procurement is issued pursuant to the
Small Business Competitiveness Demonstration Program, Public Law
100-656, as implemented by the OFPP Policy Directive and Test Plan
dated 8/31/89. This is NOT a small business set-aside. All responsible
sources may submit a quote which shall b considered by the U.S. Coast
Guard. For Minority, Women-Owned and Disadvantaged Business
Enterprises; The Department of Transportation (DOT), Office of Small
and Disadvantaged Business Utilization (OSDBU), has a program to assist
minority, women-owned and disadvantaged business enterprises to acquire
short-term working capital assistance for transportation-related
contracts. This is applicable to any eligible prime subcontractor at
any tier. The DOT Bonding Assistance Program enables prime
subcontractor to apply for quote, performance and payment bonds up to
$1.0 million per contract. The DOT provides an 80% guarantee of the
quote amount to a surety against losses. Loans are available under the
DOT Short Term Lending Program (STLP) at prime interest rates to
provide accounts receivable financing. The maximum line of credit is
