This pre-solicitation notice relates to a sources sought notice for
Armored Commercial Vehicles that was print-published in the CBD on
November 19, 1999. In that sources sought notice, TACOM had advised of
the availability of a Market Survey and DRAFT Statement of Work for
the planned solicitation. The Market Survey & DRAFT generated a number
of comments & questions. TACOM expects to publish, approximately 14
April 2000, the questions & answers, and revisions to the Statement of
Work. The resulting RFP is expected to be released in mid-to-late
April. It is anticipated that the resulting RFP will invite competitive
proposals, and allow for multiple awards. ID-IQ agreements are
expected, 5 years in duration, with minimum quantity guarantee of one
vehicle per selectee. However, at this time, no funds are available for
the initial requirements, and so the solicitation will include the
provision at FAR 52.232-18, "Availability of Funds". The procurement is
unrestricted. CommercialItems FAR Part 12 procedures apply. Under the
RFP, specific protection features will be user-selectable and
separately-priced. Commercial vehicles will be provided as GFP to the
contractor, who will then modify the vehicles to meet the protection
performance requirement. TACOM's earlier DRAFT statement of work
described three protection levels: (1) Standard Armored Vehicle (SAV),
which meets a rifle-fire, M80 Ball threat; (2) Fully-Armored Vehicle
(FAV), which meets the SAV threat plus M67 grenade floor protection;
and (3) FAV-Plus (FAV+) which meets the FAV level plus Armor Piercing
threat. As regards the subject matter of this pre-solicitation notice,
the Government will be conducting an M67 Grenade Test in May 2000 that
will qualify, or disqualify, potential offerors for supplying vehicles
at the FAV & FAV-Plus levels of protection. If interested in
participating in those protection levels, offerors must supply, at
their own expense, coupon samples for the Government to test. The
coupons must arrive at TACOM not later than THURSDAY, 20 APRIL 2000.
This is the only Government-funded test of its kind envisioned.
Offerors not passing this test will only be eligible to participate at
the SAV protection level. Details (5-page white paper) surrounding

within this notice. This pre-solicitation notice covers both the
general RFP release and publicizes notice for the M67 Grenade Test
Qualification. Unless amendment notices become necessary, no further
CBD Synopsis notice is planned for this acquisition. No numbered notes
apply to this notice. Because of the above test timeline, submittal of
coupon samples must precede proposal submittal. Offerors failing test
will be so advised, so as not to incur unnecessary proposal costs. As

A minimum of 30 days, with a target of 40, will be allowed for proposal
submission. Interested offerors are again instructed to familiarize
themselves with TACOM's procedures for submitting proposals
electronically; see directions at our website. Paper offers will be
rejected. The Solicitation, and all amendments, when issued, will only
be available electronically. Requests for hard-copy will not be
