Center Pearl Harbor intends on procuring the following commercial
supplies utilizing FAR Part 13.5 (Simplified Acquisition Procedures).
This is set aside for 100% small business, dealers and manufacturers.
The resulting purchase order will be awarded fixed price to the
responsible offeror based on low price and technically acceptable
basis. FOB Destination: Camp H.M. Smith, Hawaii, by required
installation date of 05 May 00. Requirement: Multi-faceted, wireless
personnel alerting system to support a variety of emergency warning
situations (such as fire, bomb, hostage, destructive weather etc...)
The system must cover a minimum of (7) buildings with a maximum of (6)
floors and a minimum of (1) floor within a one-half mile radius of the
base station. The system shall include (data) visual displays and audio
alarms in each building. The system shall be modular in design and
capable of expansion. The system shall include one base station. It
must provide radio frequency communication links between the base
station and remotely located field transceivers. Radio frequency
operation must be in the 2.4GHz, ISM band using FHSS type modulation
technology. Field transceivers shall have provisions for delivering (2)
two amplified audio channels, (2) two line level audio channels, (1)
one data channel and (4) four I/O signals. Control features at the base
station shall include: audio adjustments, data flow, electronic visual
display sign control with synchronized audio/visual messaging (AVM),
programmable sequenced events scheduler, remote unit I/O pins control,
message/event triggering by external I/O devices and automatically
generated event log files. Installation, testing and training are
included. A site-visit is currently scheduled for April 12th, 2000 @
10:00am. Specifics of subject site visit will be given within the
solicitation. Prospective offerors should carefully review the
solicitation posted at: http://www.neco.navy.mil. Solicitation should
be issued/posted at this site on/about April 7th, 2000. Subsequent
amendments to the solicitation, if any, will only be promulgated via
the referenced web page. The Government will not mail, fax, or e-mail
the solicitation or any amendment thereto. Because this is a web-based
solicitation, a Source Mailing List will not be maintained. Offerors
are responsible for checking the referenced web page early and
periodically for any solicitation amendments. The Government web site
is occasionally inaccessible due to maintenance. The Government is not
responsible for any loss of Internet connectivity or for an offerors
inability to access the document posted on the referenced web page. The
