Night Vision/Reconnaissance, Surveillance, and Target Acquisition, Fort
Belvoir, VA are planning the release of an RFP for the procurement of
Standard Advanced Dewar Assembly II (SADA II) units in support of the
FY01-FY03 Horizontal Technology Integration (HTI) 2nd Generation FLIR
Full-Rate Production. Units shall meet the requirements of performance
specification PRF-5009755A, dated 24 August 1999. Full compliance to
the Optical Improvement (OI) requirements is desired. Reduced Level 1
performance may be required. If not required, OI performance will be
considered an enhancement, with Level 1 capability deemed more valuable
than Level 3 capability. It is anticipated that the release of the RFP
will be in September 2000, with proposals due 30 days later.
Acquisition strategy is as follows: (1) Full and Open Competition; (2)
Up to three Firm-Fixed Price awards will be made; (3) Award(s) will be
made based on a Best-Value Basis; (4) Contract(s) will be single-year
with up to 2 option years or three-year multi-year. FY01 requirements
are approximately 500 HTI SADA IIs. FY02-FY03 requirements are
approximately 1200 units. Contract award is projected for January 2001,
with delivery beginning in August 2001. The Cryogenic One-Watt Linear
Cooler may be provided as Government Furnished Material. Successful
completion of First Article Testing or Qualification Testing is
required prior to Government acceptance of product. Due to the
requirements involved, this acquisition is classified as SECRET. This
classification requires that any potential contractor be cleared for
access to SECRET information. All interested contractors possessing a
