This is not a solicitation, but market research to determine potential sources. The Force Protection Command and Control Systems Program Office (FP C2 SPO) plans to conduct qualification and initial operational suitability evaluation of an ADPRO PRO 250A, a passive IR sensor. Simultaneously, they want to identify potential other sources of COTS equipment with rugged, low-maintenance, tactical long-range passive infrared sensor for use in force protection perimeter applications. The imager should be an improvement over existing technology with built-in signal processing capability that adapts to environmental change without requiring manual sensor sensitivity adjustments. A major goal is to optimize detection probability over a wide range of operating conditions while reducing nuisance alarms. The narrow sensing cone should be effective from approximately one through one hundred meters from a fixed installation. Unit weight should be less than four pounds; the footprint should be less than 50 square inches, with a volume less than 250 cubic inches. Curtain barrier capability is desired. If deemed suitable, the Government might elect to procure a small number of units for an evaluation test program with the potential of identifying additional sensor sources for the Tactical Automated Security System (TASS) suite of force protection equipment. Production unit cost should not exceed $3,000. Interested sources should respond by identifying suitable testable COTS or prototype units satisfying the requirements. The Government will assess prospective sources' potential based on the capability of the product to meet the above stated requirements. Firms considered by the Government to be most highly competitive to provide a tactical long range passive infrared sensor may be contacted by the PCO. Firms who respond to this notice are requested to identify any on-going Government contract vehicles they have for the same or similar work. Include the name and number of the on-going contract, contract scope, contract type, period of performance, contract deliverables, dollar thresholds and limitations, issuing Government agency, and name and telephone number of the Government point of contact (preferably the Contracting Officer). Should it be in the best interests of the Government and within the scope of an on-going contract, the Government reserves the right to satisfy its requirements under such contract. Firms should indicate whether they are a large business, small business, small disadvantaged business, 8(a) concern, women-owned small business, whether they qualify as socially or economically disadvantaged, and whether they are a U.S. or foreign-owned firm. An Ombudsman has been appointed to address concerns from interested firms during this phase of acquisition. The Ombudsman does not diminish the authority of the Program Director or Contracting Officer, but communicates contractor concerns, issues, disagreements, and recommendations to the appropriate Government official.
