Command, Fort Detrick, MD 21702 has a requirement for an atomic
absorption spectrophotometry system. This is a combined synopsis /
solicitation for commercial items prepared in accordance with the
format in FAR Subpart 12.6 and supplemented with additional information
included in this notice. This announcement constitutes the only
solicitation document; proposals are being requested and a written
solicitation will not be issued. Responses must contain sufficient
documentation to establish a bonafide capability to fulfill the
requirements. The request for quotation number is N62645-00-T-1009. The
request for quotation document and purchase order incorporates
provisions and clauses that are in effect through Federal Acquisition
Circular 97-12. The standard industrial classification (SIC) is 3829.
The small business size requirement is 500 employees. The requirement
is for an automated mass spectrometry system that shall perform
simultaneous analysis on one sample. The system will consist of
spectrophotometer with a monolithic solid-state detector, transversely
heated graphite atomizer, autosampler, drive assembly, lamp cassette
assembly, microwave sample preparation system, personal computer, laser
printer, and software. The system shall be used to simultaneously
analyze trace toxic metals in different matrices, including blood lead,
cadmium and chromium in painted surfaces, and air metals in industrial
operations. The system: A.) Shall perform simultaneous multi-element
analysis; B.) Shall incorporate the Zeeman-effect Graphite Furnace; C.)
Shall incorporate the Transversely Heated Graphite Atomizer; D.) Shall
have built in communication ports; E.) Shall use solid state detector
with high performance photodiodes; and F.) Shall have built in power
supply and control electronics. The autosampler: A.) Shall have its
electronics incorporated into the main system; B.) Shall come with
removable sample trays; C.) Shall have at least 80 sample capacity in
the sample tray; D.) Shall come with one set of "start-up" vessels to
include a 7X50 ml quartz reaction vessel set, THGA tubes/platforms and
a rack for the 50 ml quartz vessels. The drive assembly shall include
a built in power supply for independent operation of up to 4 lamps.
Four (4) drive assemblies are required. Quick change Lamp Cassette
Assembly. Four (4) assemblies are required. The microwave sample
preparation system: A.) Shall have rotor; B.) Shall have quartz
vessels; C.) Shall have built-in high performance cooling system; D.)
Shall have fast and complete digestion for organic and inorganic
samples (multiple) simultaneously; E.) Shall have digestion quality for
closed vessels for high temperatures and pressures; F.) Shall have
continuous temperature and pressure control; and G.) Protection against
pressure problems (e.g. tantalum rupture disk, high-strength bomb
jackets, safety shield, etc.). The computer: A.) Shall be IBM
compatible; B.) Shall have a processor equal to or faster than a
Pentium 500 MHz microprocessor; C.) Shall have at least 64 MBytes of
RAM; D.) Shall have serial interface; E.) Shall have parallel
interface; F.) Shall have at least 4.3 Gbyte hard disk drive; G.) Shall
have a 3.5" Disk Drive; H.) Shall have a 17" VGA Color Monitor; I.)
Shall have a 24X CD ROM; J.) Shall have serial mouse with cable; K.)
Shall have enhanced 101 key keyboard; L.) Shall have interface card to
the system; M.) Shall have Windows operating system software; and
N.)Shall have Laserjet 4000 Printer (or better) and printer cable. The
computer shall have full control of the spectophotometer, THGA,
autosampler, and other subcomponents using a Windows Environment. All
cables required to inter-connect the sub-components shall be supplied.
Delivery and acceptance will be made by 30 days after the date of
award. Destination pricing is requested with delivery to San Diego, CA.
The provision at 52.212-1, Instructions to Offerors Commercial Items
applies, Any offerors must include a completed copy of the provision at
