NASA/LaRC plans to issue a Request for Quotation (RFQ) for the development and characterization of a new rigidizable composite material to be used in fabrication of the inflatable truss for NASA's Space Solar Power Exploratory Research and Technology (SERT) Program. This new material will improve the strength and stiffness of the truss and allow building of a longer truss. This procurement is being conducted under the Simplified Acquisition Procedures (SAP). NASA/LaRC intends to purchase the items from L'Garde, Inc., Tustin, CA. This procurement is for unique supplies available from only one source. L'Garde is under contract with the Jet Propulsion Laboratory (JPL) to build a proof-of-concept inflatable truss. This inflatable truss will be tested at LaRC to characterize its structural performance. If another firm was awarded this requirement, the new composite material would not be incorporated into the inflatable truss being fabricated by L'Garde and would have no benefit in improving the performance of the truss, nor would it enhance the LaRC structural test objectives. The Government does not intend to acquire a commercial item using FAR Part 12. See Note 26. Interested organizations may submit their capabilities and qualifications to perform the effort in writing to the identified point of contact not later than 4:30 p.m. local time on April 11, 2000. Such capabilities/qualifications will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed effort on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
