tb14j@nih.gov. The National Institutes of Health (NIH), National
Institute on Aging (NIA), intends to negotiate with Johns Hopkins
University (JHU), a three year contract with two, twelve month option
periods, to produce and distribute thousands of cDNA arrays from
bacterial cDNA clone sets, both human and mouse. The project requires
significant quality control procedures and weekly verifications by NIA
personnel to ensure the cDNA arrays are being produced identically to
those being produced by the NIA staff. The clone collections necessary
to conduct this project and produce the cDNA arrays are derived and
maintained in NIA facilities on the campus of JHU. The Contractor must
be in close proximity to where the clone collections are derived in
order to ensure the integrity of the samples. The Contractor must also
have significant experience in successfully handling thousands of
human and mouse DNA samples for genetic studies. This offeror is the
only source that meets all of the above essential capabilities. The
appropriate statutory authority is 41 USC 253(a)(1), as set forth in
FAR 6.302-1(a)(2). This is NOT a Request for Proposal. If, however,
there are any responsible sources who feel that they possess ALL of the
above capabilities which would enable them to perform this project,
they may submit a proposal which will be considered by the NIH. SEE
