Administration (FDA)' regulation 21 CFR 589.2000 is designed to prevent
the establishment and amplification of Bovine Spongioform
Encephalopathy (BSE), through animal feed. The regulation prohibits the
use of nearly all potential sources of ruminant protein in feed
intended for ruminants. However, certain products such as milk and
blood are exempt from the regulation. Enforcement of this regulation
depends on the ability to identify the prohibited proteins in ruminant
feed. The FDA recognizes that currently available methods for
detecting the prohibited materials in feed for ruminants are inadequate
to provide for the successful enforcement of the regulation. The
specific objective of this program is to fund research to improve the
techniques used to analyze animal feed for the presence of the animal
proteins specifically prohibited from use in ruminant feed. New methods
that overcome the limitations of current technology are essential and
will enable the FDA to enforce effectively regulation 21 CFR 589.2000
and to assure public health. The solicitation will only be available on
or about 05/22/00 on the FDA web site at
