301-594-7731 The National Institutes of Health (NIH), National
Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) has a
requirement to purchase the services of a researcher with experience in
Biostatistical Services for a one year period of performance with (2)
two successive one year options from Harvey Kushner, Biomedical
Computer Research Institute, 9743 Redd Rambler Place, Philadelphia, PA.
This study is designed to investigate in African Americans the
relationship of obesity to coronary artery disease risk factors,
specifically fasting plasma triglyceride concentration and the
triglyceride related risk factors of small dense low density
lipoprotein (LDL), high density lipoprotein (HDL) and visceral fat.
NIDDK is conducting clinical research related to the causes and therapy
of diabetes and related diseases. Considerable statistical expertise is
required to design clinical studies and to analyze data derived
therefrom. The following requirements must be met: 1) Advice on current
study design 2) Statistical evaluation and interpretation of
preliminary data 3) Design of future studies using current data as
pilot data 4) Database management and data entry 5) Biostatitical
analysis (both theoretical and computer-based) 6) Providing "hard copy"
data reports, and data analyses 7) Assistance in writing manuscripts
(with respect to components related to statistical analysis) 8) Quality
control for data entry and data management. The Government will provide
data (hard copy) written on forms approved by both Clinical
Investigators in NIDDK and the contractor. The Governments
responsibility to assure the accuracy of data recorded on these forms.
The Institute intends to purchase this service by other than full and
open competition from Harvey Kushner, Biomedical Computer Research
Institute. To the best of the Governments knowledge they are the sole
provider for this service. Interested vendors may identify in writing
their interest with a capability statement to the Contracting Office p
rior to the closing date of this notice. This notice of intent is not
a request for competitive proposals, however, all responses received
before closing date is this announcement will be considered by the
Government. A determination by the Government not to compete this
proposed acquisition is based upon responses to this notice and is
solely for the purpose of determining whether to conduct a competitive
procurement. All responsible small business and (8)a sources may
submit a quotation which, if timely received, shall be considered by
the agency. It is anticipated that Request for Quotation (RFQ)
NIH-NIDDK-00-546 will be available fifteen (15) days after the
publication date of this synopsis. Receipt of quotations will be due
ten days (10) after the publication date of this synopsis. The
anticipated award date is April 24, 2000. Request for copies of the RFQ
