sole source purchase order to ManTech Environmental Technology, Inc.
pursuant to 41 U.S.C. 253(c)(1): Only one responsible source and no
other supplies or services will satisfy agency requirements. The U.S.
EPA's Office of Air Quality Planning and Standards (OAQPS), is
developing an Air Pollutant EXposure model (APEX), that is one of the
prototypes for the Total Risk Integrated Methodology (TRIM) system
being developed by OAQPS in order to complete the residual risk
evaluations required by sections 112(d)and 112(f) of the Clean Air Act
of 1990 (CAA). ManTech has provided support to the EPA in the
development of related exposure models HAPEM, and the UNIX version of
pNEM/O3, the development of the CHAD data base and Version 1.0 of APEX.
Through this support, ManTech has developed the necessary background
knowledge and specific expertise necessary to efficiently conduct this
effort in order to meet the required EPA schedule. The tasks encompass
enhancement of model code produced under a prior contract to make it
more flexible so that it can be used to perform exposure analyses for
various criteria and hazardous pollutants. The revised model, APEX
Version 2.0, shall at a minimum allow for 1) ambient concentration
inputs to be accepted that are based on either monitored or modeled air
quality data; 2) additional and/or other microenvironments; 3)
additional and/or other population cohorts; 4) the option of relying on
user-specific indoor/outdoor ratios instead of a mass balance model for
indoor and in-vehicle microenvironments; and 5) the option of including
user-specific pollutant concentration increments or distributions of
increments for any of the microenvironments to represent additional
indoor sources. Demonstration of the draft APEX prototype Version 2.0
must be conducted by 7/15/00. No Request for Quotation is available and
this notice of intent is not a request for competitive quotations. All
responsible sources may respond by submitting a written narrative
statement of capability within 15 days of this notice to James F. Kempf
at the above address for consideration by the Agency. Responses must
include detailed technical information and other technical literature
demonstrating the ability to meet these requirements. Responses shall
also include itemized pricing that is sufficient to make a
determination that competition is feasible. If no affirmative responses
are received within 15 days of this notice, an order will be placed
with ManTech Environmental Technology, Inc. See numbered Note(s): 22
