wise.william@epa.gov. The U. S. Environmental Protection Agency
anticipates awarding an= indefinite delivery/requirements type contract
for architect-engineer s= ervices for nationwide facilities master plan
implementation. The USEPA operat= es 35 laboratory facilities, of which
17 are EPA-owned and 18 are leased. Th= e laboratories provide the
scientific basis for EPA activities in regulat= ion and enforcement of
environmental issues, and include basic research facilit= ies as well
as testing and evaluation facilities. The facilities infrastructu= re
is managed through the Agency?s Facilities Management and Services
Divisio= n in Washington, D.C. Specific contract requirements will be
identified in = written delivery orders issued by the Contracting
Officer. Services which may = be required under any resulting contract
include master planning, laborato= ry planning, preparation of
existing conditions drawings, data entry and c= ost estimating. Types
of projects may include (1) facility physical condit= ion report
updates; (2) cost estimating for repairs and new construction; (= 3)
preparation of updated facilities development plans; (4) laboratory
pro= gramming and planning; (5) updating the EPA Facilities database
with current dat= a. Special expertise and knowledge of Computer Aided
Facilities Management= (CAFM) systems and laboratory planning is
required. Firms will be evaluated a= ccording to the following
criteria, which are listed in descending order of impo= rtance: (A)
Demonstrated experience and technical expertise in master planning,=
laboratory programming and planning, and management of CAFM systems;
(B= ) Demonstrated past performance on contracts of similar size and
nature w= ith respect to quality of work, cost control and compliance
with performan= ce schedules; (C) Professional qualifications of
proposed key personnel i= n all architectural, engineering and
laboratory planning disciplines; (D) Ca= pacity of the firm to complete
delivery orders within a reasonable time period, i= ncluding depth of
professional staff in the required technical disciplines and d= epth of
support staff. The basic contract period shall be one year, with four
= (4) one-year option periods. The estimated aggregate value of
delivery ord= ers is $750,000 per year. Firms desiring consideration
shall mail four (4) co= pies of Standard Form 254 and four (4) copies
of Standard Form 255 for the prim= e contractor and all team members to
