Smith, Contracting Officer, (304) 625-2441 The Federal Bureau of Investigation (FBI) intends to negotiate on a sole-source basis with the National Law Enforcement Telecommunications System (NLETS) for renewal of the user fee and terminal charge on the Law Enforcement Interconnecting Facility connectivity through the NLETS. The NLETS is a private entity owned and operated by a consortium of all the state criminal justice agencies. NLETS is administered by a board of directors of elected officials from state law enforcement agencies, is unique in that it operates a nationwide network accessible by all law enforcement agencies, and is sole proprietor of this capability. There is no other entity in the United States public, private, or governmental which provides this capability. The FBI uses NLETS for access to criminal history data, information from state Departments of Motor Vehicles, and to provide administrative message capability among law enforcement agencies. The NLETS service is needed to ensure continuous coverage of the FBI's National Crime Information Center (NCIC) database. The renewal period shall be from December 1, 1999 through September 30, 2000, and four one-year optional periods. The user fee and terminal charge renewal shall be provided to the FBI's Criminal Justice Information Services Division, Clarksburg, West Virginia. Solicitations documents are not available.
