D -- DEPARTMENT OF MOTOR VEHICLES INFORMATION SYSTEM (MVIS) SOL DCFRA#00-R-006 POC Alex Peacock The District of Columbia Financial Responsibility and Management Assistance Authority ("Authority") will issue a solicitation on or about April 10, 200 on behalf of the District of Columbia government ("District") to acquire an information system for the District's Department of Motor Vehicles. The solicitation will state the time date and location for a pre-bidders conference. The District's Department of Motor Vehicles ("DMV") will require a state-of-the-art Motor Vehicle Information System ("MVIS"). The work shall include the development and implementation of information technology and application software that will result in the successful deployment and operation customization, development and integration. The contemplated contract shall be primarily a consulting and software development contract. Therefore, hardware, communications infrastructure, site preparation, and other such items are not planned to be part of the contract. The MVIS will make the maximum use of commercial-off-theshelf (COTS) software, adapting it to the Districts's specific requirements. Business Process Re-engineering (BPR) has been completed for the DMV and the implementation of the MVIS shall comply with the new BPR standards. Phase One is scheduled to be complete in four months. Phase Two will be awarded at the option of the District, depending upon the availability of funds, and will be completed in fourteen months. Strict schedule compliance is an esential part of the work. The contract type is firm fixed price or not-to-exceed. The awardee will be selected through a "best value" procurement selection process, whereby both price and other factors will figure into the award decision.
