D -- SATELLITE SERVICES SOL 180469 DUE 041100 POC Ida Cofield, Contract Officer,301/827-7156 FAX 301/827-7039 The Food and Drug Administration (FDA) intends to issue a purchase order for twenty seven (27) hours of electronic up-link service and access rights to ad hoc satellite transponders for the domestic satellite distribution of television programming produced by FDA. The Division of Communication Media will deliver its signal to the Bell Atlantic AVOC Switching Center, Washington, DC. The contractor shall secure the signal for up-linking at that location. The schedule for the service is as follows: Thirteen and Half (13.5) hours of up-link and C-Band transponder time on a domestic satellite; and thirteen and Half (13.5) hours of up-link and Ku-Band transponder time on a domestic satellite. Dates and Times are as follows: September 26, 2000 12:00 p.m. -- 4:30 p.m. C and Ku Bands, September 27, 2000 12:00 p.m. -- 4:30 p.m. C and Ku Bands, and September 28, 2000 12:00 p.m. -- 4:30 p.m., C and Ku Bands. All times are Eastern. Specifications: Same C Band satellite and full transponder for all three days. Same Ku Band satellite and full transponder for all three days. There can be no hot switching within a broadcast day. Domestic satellites used must have enough of a western orientation so the footprint is accessible in Hawaii and Alaska, as well as the continental 48 states. All responsible sources who can provide and meet the above requirements shall submit written quotations by April 11, 2000. No solicitations will be issued, therefore such request will be considered non responsive.
