The Bureau of Land Management (BLM) intends to negotiate on a sole source basis with Latitudes Inc. Latitudes has submitted an unsolicited proposal to perform digital conversion of microfilm public land records. These records include cadastral and mineral survey notes, plats and related public land survey records for the western United States. Latitudes has proposed a unique approach which includes conversion at no cost to the Bureau of Land Management. The BLM has determined that Latitudes is capable of performing the project as proposed. Due to Latitudes proposal to perform at no cost to the BLM and their unique plan for conversion BLM believes Latitudes is uniquely qualified to perform the project. See Numbered Note 22.
