R -- EXECUTIVE PLACEMENT SERVICE SOL RFQ-NCI-00089-NR DUE 042700 POC Marsha Gorham, (301)402-4509 The National Cancer Institute (NCI) anticipates issuing a Request for Quotation for an Executive Placement Service and is primarily interested in organizations which have worked with Federal Government Agencies and in particular, organizations which have experience in filling positions in the executive area of communications. Full details of this requirement will be included in an RFQ package. The procurement will be conducted pursuant to the authority in FAR Part 13, which provides for the use of a simplified acquisition procedures. NCI requires assistance in identifying potential candidates for two positions in the Office of Communications at NCI: The positions and a brief summary of the duties for each position are as follows: (1) Deputy Director, Office of Communications (OC) -- Serves as Deputy to the Director, sharing full responsibility with the current incumbent of that position; for all activities, services and products and for overall planning, direction and monitoring of NCI's communication programs. Duties include: ensuring that communication channels are integrated throughout the Institute; promoting NCI's desired identity; providing coherent, consistent, understandable, and scientifically accurate cancer information; overseeing and coordinating communications elements; providing leadership, oversight, execution of budget estimates and allocation of financial and other resources; developing long-term communications policies, plans, goals and objectives; serving as a spokesperson to internal and external audiences; and working with public relations issues pertinent to cancer. (2) Communications Program Manager, Office of Communications/Technologies and Services -- Serves as a Program Director, performing supervisory and managerial work through the combined technical and administrative direction of others; managing the development and application of the latest technologies to the design and development of publications, graphics, exhibits, media and other visual and audiovisual material across a variety of media channels; and providing and overseeing resources for NCI in Web site design, maintenance and coordination. The search firm will be expected to meet with NCI senior management on two or three occasions, to conduct a national screening and search, to recommend five (5) potential candidates for each position and to provide associated documentation and support. The Government anticipates issuance of a single cost type purchase order with a not-to-exceed total amount, and a performance period of three (3) months. This acquisition is set-aside for small business. The Standard Industrial Code is 7361 and the business size standard is $5M.
