regulations require that the extent of small businesses participation
in performance of the contract be addressed in source selection as well
as in a formal plan by the successful offeror. The contracting officer
evaluates the extent to which offerors identify and commit to small
business performance under the proposed contract. Traditionally, the
Naval Facilities Engineering Command has sought to achieve the goals
