U -- ADMINSTRATIVE SERVICES -- TRAINING SOL 263-oo-P-(AB)-0016 DUE 042600 POC Ann Bryant, Contract Specialist, 301/402-3080 The National Institutes of Health, Human Resource Development Division, Bethesda, MD, intends to negotiate with Corporate University Enterprise, 1483 Chain Bridge Rd, McLean, VA, the only known source, under the authority of FAR 6.302-1 for these particular services. The purpose of the project is to provide ongoing administrative support of the Human Resource Development Division (HRDD) Training Center to include advertising, marketing, and promotion; partnership support; collection of resources; registration, classroom scheduling, and student record keeping; facility maintenance; and program evaluation, which shall include the below listed salient characteristics, features and specifications. The contractor shall provide the following: Full-time, on-site support to provide for the day-to-day operation of the HRDD Training Center. Staffing shall include: 1) Project Manager for oversight to the Coordinator Team, which shall consist of a program manager and project coordinators, and shall serve as the on-site point of contact. The Project Manager shall possess, at a minimum, a master's degree in human resources or an education-related field and have experience in adult workplace learning. The Project manager shall be an expert in the corporate university concept. The Project Manager shall be responsible for the following: Supervising the on-site Coordinator team to ensure quality performance, effective work controls, and task completion. Overseeing the daily operations of the contracted program to maintain staff coverage and office flow. Serving as primary liaison with vendor and college partners. In that role, the Project Manager shall work closely with the identified NIH COTR in representing the interests of the organization. Establishing measurable objectives and timelines for program review and evaluation. In this capacity, the Project Manager, shall design and carry out assessments and evaluations on a quarterly, semesterly, and annual basis to ensure program quality and appropriateness. Overseeing records maintenance to ensure accuracy and integrity of student files including registration histories, enrollment reports, grades (if required), confidentiality of student files. Overseeing classroom management to ensure security, safety, preparation, and cleanliness. Overseeing student and instructor support which shall include textbook and supplies ordering and distribution, registration, admissions. Performing financial class closeouts monthly. Improving HRDD work processes to consistently deliver high quality services efficiently. The Program Manager shall administer and oversee NIH career development programs. The Program Manager shall possess, at a minimum, a bachelor's degree in a human resources or an education-related field and have experience in adult workplace learning. The Program Manager shall be responsible for the following activities: Providing support and assistance to Program Committee(s) in the development and implementation of policy and procedures for specific program(s). Providing guidance to participants and their mentors and supervisors to ensure all program requirements are met. Coordinating with the IC personnel offices on training program-related activities, concerns, and problems. Overseeing and conducting an orientation program for new participants; counsel (individual and group) participants on program requirements, procedures, etc.. Overseeing the program operation to assure that all requirements of program are fulfilled from recruitment process through graduation. Project Coordinators shall be primary points of contact for students and instructors and shall provide service in areas of registration, admission, billing, logistical support, classroom management, inventory control and general office support. All Project Coordinators shall possess, at a minimum, a bachelor's degree in social science, business, or education-related field, as well as experience with adult learners and familiarity with the corporate University concept. The Project Coordinator team shall perform the following:Administering course registration, in conjunction with partnering vendors and colleges, for all in-house and on-line courses offered. Receiving and maintaining course enrollment rosters for each respective partnering vendors and colleges and collects and files daily class attendance rosters. Developing and maintaining an administrative records system that shall provide student records, course statistics, and student enrollment reports. Scheduling all education and training resources at the NIH facility that includes classroom space for all classes and counseling. Advertising and marketing the programs to NIH employees and external offices. Coordinating and conducting announcements, briefings, and promotional sessions to market NIH program services and courses. Setting up and maintaining classrooms and equipment for classes conducted in NIH facilities. This duty shall include requesting maintenance services and maintaining an inventory of equipment and software in the administrative offices and classrooms. Administering protection of NIH property and facilities, at a minimum, using and abiding by the NIH security requirements such as closing and locking doors, maintaining computer security, and security badge responsibilities. Providing experienced staff to answer inquiries concerning program enrollment, class information, and other queries that arise in the normal course of conducting business. Maintaining a system for students attending classes that shall display phone messages received for them while they attend classes in the facility. Preparing request forms and documentation for the NIH COTR for services, such as requests for duplication of course materials, paper, binders, and other supplies, graphics art work, hardware, software, and equipment, installation and maintenance, and courseware procurement. The performance period shall be for a twelve month period, with four (4) additional twelve month option periods. Deliverables include the submission of weekly reports to the Project Officer which shall include accomplishments, staff hours, and class financial status sheets. All materials used in the HRDD program are confidential and as such the contractor shall adhere to appropriate legal procedures. The Government reserves the right to exercise the options. The Contractor will be paid on a monthly basis following satisfactory performance of the aforementioned services. Interested persons may identify to the Contracting Officer their interest and capability to satisfy the Government's requirement with a commercial item within 30 days of this notice. A determination by the Government not to compete with this proposed contract based upon responses to the notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
