Construct an air deployment facility complex. Project includes sentry
stations, personnel processing center, administrative area, classroom,
and conference room. The center will provide informal dining
facilities, male and female latrines with showers; material handling
equipment storage/pallet buildup and storage facility shelters;
hardstand staging area, frustrated cargo area, joint inspection area,
vehicle inspection area with maintenance pit; and digital platform
scales. Work also includes the addition of two bays to the Biggs Fire
Station facility along with an equipment bay, dormitory, exercise and
break areas, and fire sprinkler systems. Supporting facilities include
utilities, electric service, fire protection and alarm systems,
paving, walks, curbs and gutters, parking and access roads, storm
drainage, security fencing and lighting and information systems. Bids
from large business firms must comply with FAR clause 52.219-9
regarding the requirement for submission of a subcontracting plan.
SUBCONTRACTING PLAN AND PRE-AWARD INFORMATION WILL BE SUBMITTED AS PART
OF THE BID. Failure to submit a Subcontracting Plan and Pre-Award
information by the closing date may result in rejection of bid. The
Fort Worth District subcontracting goals are for specified percentages
of the contractor's total planned subcontract amount to be placed with
the following: 61.2% with small business; 9.1% with small disadvantaged
business, 5.0% with women-owned small business, 2.0% with Historically
Black Colleges and Universities and Minority Institutions (HBCU/MIs),
and .5% with HUBZone. The estimated Cost Range is between $10,000,000
and $25,000,000. Solicitation to be issued on or about 22 May 2000.
Bids are due on or about 21 June 2000. Duration of the Project is 700
Days. SIC Code is 1542 and the Small Business Size Standard is $17
Million. This project is to be issued UNRESTRICTED. The Government
intends to issue this solicitation through the use of CD ROM and the
Internet. However, the Government reserves the right to use only the
Internet as notification of any changes to this solicitation.
