ThomasJG2@state.gov. The U.S. Department of State (DOS), Office of
Foreign Buildings Operations (FBO) is seeking qualified design-build
firms for a new office building (NOB) in Abu Dhabi, United Arab
Emirates. The embassy is configured to accommodate Department of State
functions as well as tenant organizations such as Department of
Defense. The project will include the design and construction of the
chancery, General Services Office (GSO) warehouse and the attendant
site facilities to include perimeter security, vehicular and pedestrian
access control facilities, parking and other site amenities. DOS may
elect to include a Marine Security Guard Residence. The Chancery and
its infrastructure will be located on a site of approximately 2.4
hectares in Abu Dhabi, United Arab Emirates. The chancery will comprise
approximately 7,800 gross square meters. The combined design and
construction cost is estimated in a target range between $41 to $45
million. The design-build contract period of performance is a target
goal below 42 months. The contract type is firm fixed price for design
and construction. This is a two-phase solicitation; Phase One
constitutes a request for firms, which will be considered in the
pre-qualification phase. As a result of the evaluations of submittals
for Phase One, three to five (3-5) selected firms will be invited to
submit cost and technical proposals for the project as part of phase
Two. The Phase Two Request for Proposal (RFP) package will include the
building program, site data, security and construction requirements
and other criteria. The qualified contractors will use the Phase Two
RFP package as the basis for their proposals. The offeror's technical
proposal will address the offeror's capabilities, and how the
requirements of the RFP will be satisfied. The technical proposal will
be evaluated using criteria contained in the Phase Two RFP to
determine the offeror's understanding of the work to be performed,
technical approach, and the ability to complete the work within the
prescribed period of performance. The scope of design services under
this proposed contract will include: architecture and urban design;
structural; blast; geotechnical; civil; mechanical; electrical;
plumbing; integrated power, telecommunications and HVAC floor system;
space planning and systems furniture integration; interior design;
security, communications, and Radio frequency (RF) shielding systems
design; fire protection engineering; landscape design; cost estimating;
scheduling; value engineering; energy and sustainable design;
reliability and ease of facility operations and maintenance
administrative coordination of the various disciplines involved; and
services during construction. U.S. Government codes and requirements,
to include Uniform Federal Accessibility Standards (UFAS) and
sustainable design, as well as the applicable laws, codes, and
standards of Abu Dhabi, United Arab Emirates, will apply. The Project
will be designed and constructed in hard metric (System International)
units. Each design submission shall include AutoCad R 14 files in
Department of State format. The scope of construction services under
this proposed contract will include: total construction skills and
services to produce a fully finished, functional and operational US
Embassy in Abu Dhabi, in accordance with construction documents
prepared by the Design-Build Contractor and approved by FBO. The
qualified contractors, including all entities which comprise a joint
venture, must possess or be able to obtain, within 90 days after the
firm is selected for pre-qualification, an active Department of Defense
(DOD) Secret facility clearance (FCL) with Secret safeguarding
capability in accordance with the National Industrial Security Program
Operating Manual (NISPOM), DOD 5220.22-M. Appropriately cleared
(Secret or Interim Secret) personnel will also be required for this
project. Firms, which form joint ventures for the purpose of bidding on
this contractual effort and/or for contract performance, must also
comply with the facility and personnel security clearances stated
above. Uncleared firms will be sponsored for a Secret FCL at the time
they are selected as a qualified offeror. Sponsorship does not
guarantee that a firm will receive the clearance. The Government will
not be obligated to extend its schedule if any of the sponsored firms
have not been issued an FCL. Firms being considered for award must meet
the definition of a "United States person" of P.L. 99-399, Section 402
thereof, as follows: (1) Be legally organized in the United States for
more than 5 years prior to the issuance of a request for proposal; (2)
Have its principal place of business in the United States; (3) Have
performed within the U.S. administrative, technical, professional, or
construction services similar in complexity, type of construction, and
value of the project being solicited; (4) Employ U.S. citizens in at
least 80 percent of principal management positions in the U.S.; employ
U.S. citizens in more than 50% of its permanent, full-time positions
in the U.S.; and will employ U.S. citizens in at least 80% of the
supervisory positions on the NOB project site; (5) Have existing
technical and financial resources in the U.S. to perform the contract;
(6) Have no business dealings with Libya. Firms not meeting the
"United States persons" requirement will not be considered. The term
"qualified United States joint venture person" means a joint venture in
which a United States person or persons owns at least 51 percent of the
assets of the joint venture. No more than 50 percent of the total value
of the contract can be subcontracted for this project. No other
solicitation will be issued for Phase One. Submittals for Phase One
should address all of the evaluation criteria 100 points maximum: (1)
TECHNICAL APPROACH: (a) Business management plan for design/build
projects that explains the offeror's methodology for decision making,
personnel management, team approach, quality assurance, etc. in the
execution of contract scope, schedule establishment and control, and
budget allocation and administration. Large business firms shall
provide examples from five recent projects that demonstrates inclusion
of small businesses, small disadvantaged businesses, women-owned small
businesses, and HUBZone small businesses in their subcontracting plans.
Past performance in achieving or exceeding the socioecononomic goals
established under the five recent projects -- 20 points. (b) Offerors
must demonstrate that they have the financial capability and resources
to undertake their proposal to accomplish the projects within the
funding range stated above and ability to obtain required performance
and payment bonds from the Department of the Treasury's listing of
approved sureties (Department Circular 570). Offerors must provide a
list of banks or other lending institutions which offeror intends to
use for this project, and provide credit references. -- 10 points.
(2)TECHNICAL QUALIFICATIONS: (a) Professional qualifications,
specialized experience, and technical competence in the design and
construction of similar projects involving multiple contractor and
sub-contractor disciplines. Offerors must demonstrate that the
principal designer and the principal construction contractor have
either individually or collectively accomplished the design and
construction of projects of similar value and complexity. (Maximum of
five example projects each) -- 15 points. (b) Demonstrated previous
record of performing work on schedule while maintaining effective cost
and quality control. Briefly describe internal quality assurance and
cost control procedures and indicate effectiveness by listing the
planned and actual design duration, client's construction budget,
design construction estimate, construction award amount, and
construction change order rate in tabular form for five recent
projects. -- 15 points. (c) Demonstrated capability to design and
construct integrated building systems that have included raised floor
systems with power, telecommunications and HVAC distribution systems.
-- 10 points. (d) Demonstrated success inthe design and construction of
physical and technical security systems for buildings by the offeror
and/or team members. -- 10 points. (e) Demonstrated design excellence
in projects of a similar size and complexity. Particular emphasis
should be placed on the design portfolio of the lead designer and the
work of the primary design firm. -- 5 points. (f) Demonstrate success
and commitment to whole-building performance. Demonstrate a team
organization that encourages energy design; a familiarity with new
energy technologies such as high performance glazing; lighting and HVAC
controls. Cite completed projects that feature workable, cost
effective, energy efficient and low energy design principles; and an
understanding of the most recent federal code, 10 CFR 435, or the
comparable commercial code, ASHRAE standard 90.1. -- 5 points. (g)
Demonstrated capability and experience of team members with overseas
projects and knowledge of foreign building codes, standards, and
construction practices. -- 10 points. Failure to address each of the
foregoing criteria in writing will result in failure to qualify. In
addition, failure to meet the requirements of any one of the criteria,
or to provide the requisite information, will result in failure to
qualify. When responding to criteria (2) b through (2) d above,
offerors must list the owner's name, address, telephone number, and
contact person for each project. As a means of verification of their
ability to meet each of the aforementioned criteria, design/build firms
that meet the requirements described in this announcement are invited
to submit two copies of the following: (a) A Standard Form 254
Architect/Engineer and Related Services Questionnaire. (b) A Standard
Form 255 Architect/Engineer and Related Services Questionnaire for
Specific Project. (c) Business management plan for design/build
projects. (d) Statement of qualifications (U.S. Person) for purposes of
Section 402 of the Omnibus Diplomatic Security and Antiterrorism Act of
1986 P.L. 99-399 (questionnaireforms are available by FAX see below).
(e) Design and construction portfolios which illustrate the
design/build team's capabilities. This is a solicitation for Phase 1
(pre-qualification) only. Based on scoring and evaluations of proposals
received under the Phase One solicitation, the government will select
the three to five (3-5) most qualified firms to participate in Phase
Two (award). The pre-qualified firms will be asked to submit cost and
technical proposals. Evaluation factors for Phase Two submissions will
include: Site Evaluation, Design quality and philosophy, design
concepts to be employed, problem solving ability, schedule, long-lead
items and procurement plans; proposed alternatives for project
delivery, management approach, proposed design/build approach, key
personnel to be utilized, past performance in achieving or exceeding
socioeconomic subcontracting plan goals, and project cost. All
evaluation factors, other than cost or price, when taken together are
significantly greater than cost or price. Large businesses must submit
a small business subcontracting plan. The DOS Fiscal Year 2000
subcontracting goals are: small business 40%; small disadvantaged
business 5%; women-owned small business 5%; HUBZone small business
1.5%. The Government will select the most advantageous approach for the
project. The contractors from Phase Two not awarded the Design/Build
contract will be paid a stipend of $50,000.00. All submittals for Phase
