Facilities Support Services at the Naval Air Station,

maintenance, repair and minor construction/alteration services for
facilities, systems, and equipment, elevator maintenance and intrusion
detection system at the Naval Support Activity; maintenace of weight
handling equipment, cleaning of exhaust hoods, inspection of monitoring
wells, test wastewater, outfalls, cooling tower chemical treatment,
cleaning grease traps and lift stations, cleaning oil/water separator,
maintenance of pneumatic controls, swimming pool maintenance and
maintenance of backflow preventors at the Naval Support Activity and
Naval Air Station. This will be a combination firm fixed price and
indefinite quantity type contract with a base period of twelve months
and options for four additional twelve month periods not to exceed a
total of 60 months. The procurement method will be competative source
selection requiring both technical and price proposals. The Government
intends to utilize the trade off process permitting award to the
offeror offering the best value to the Government, price and other
factors considered. Evaluation factors include price, past performance,
methods and procedures and resources. IN ACCORDANCE WITH FAR 52.215-1,
INSTRUCTRIONS TO OFFERORS -- COMPETITIVE ACQUISITION, THE GOVERNMENT
INTENDS TO EVALUATE PROPOSALS AND AWARD A CONTRACT WITHOUT DISCUSSIONS;
THEREFORE, THE OFFEROR'S INITIAL PROPOSALS SHOULD CONTAIN THE OFFEROR'S
BEST TERMS FROM A COST OR PRICE AND TECHNICAL STANDPOINT. Proposers
should not assume that they will be contacted or afforded an
opportunity to qualify, discuss, or revise their proposals. This
procurement is 100% set aside for small business concerns. The SIC Code
for this procurement is 8744; the size standard is $20,000,000. The
Government intends to issue the solicitation through the Internet. The
entire solicitation will be posted on the Internet for viewing and
downloading, although the download time may be excessive. Prospective
offerors must register themselves on the Internet at
http://www.esol.navfac.navy.mil. The official plan holders list will be
maintained and can be printed from the web site. Amendments will be
posted on the web site for downloading. This will normally be the only
method of distributing amendments; therefore, IT IS THE OFFEROR'S
RESPONSIBILITY TO CHECK THE WEBSITE PERIODICALLY FOR ANY AMENDMENTS TO
THIS SOLICITATION. The anticipated issue date for the soliciation is
14 April 2000 with the site visit/preposal conference to be held 25
April 2000. Proposals will be due on or about 16 May 2000. The exact
