NO. 433222 DATED MARCH 10, 2000. The US ARMY has a future need to
replace the aging Small Emplacement Excavator (SEE) vehicle. The new
vehicle has been designated the High Mobility Emplacement Excavator
(HMEE). The purpose of this survey is to add the US Army in finding
possible commercial manufacturing candidates that can fulfill our need
for an HMEE. The HMEE should be capable of completing lifting and
loading tasks and construction operations. These task include, but are
not limited to, loading sand, and aggregate into dump trucks and
aggregate bins, as well as excavating consolidated earth, digging and
trenching operations. The present SEE vehicle has a front loader and a
side excavator, as well as on board hydraulic capability to power hand
tools. Ideally, the HMEE should also have the capability of providing
additional attachments (auger, forklift, sweeper) to perform less
frequent missions while reducing the need for separate, specialized
vehicles. NOTE: AN IMPORTANT CAPABILITY OF THE HMEE IS ITS MOBILITY.
THE PRESENT SEE CAN TRAVEL BETWEEN JOB SITES AT 40MPH. THE NEW HMEE
WILL ALSO BE REQUIRED TO TRAVEL AT LEAST 40MPH ON ALL TYPES OF IMPROVED
ROADS. THE HMEE VEHICLE SHALL ALSO BE EASILY TRANSPORTABLE BY AIR, SHIP
AND HIGHWAY AS WELL AS BEING AIRDROPPABLE FROM A C141 OR C130. THIS
REQUIRES THE VEHICLE TO BE LIGHTWEIGHT, UNDER 32,000 LBS. Please
provide as much information on your vehicle as possible. Commercial
brochures, magazine articles, or test reports on your vehicle are very
imformative. Also, please provide manufacturing plant location,
production rates of the vehicle (current and maximum), information on
the age of the vehicle and next planned model change (i.e.
specifically, EPA emissions standards effect on configuations and
production), and quantity sole to whom. Logistics supportablity (repair
parts, manuals, training) is a critical requirement for this system.
