COMMAND ANTICIPATES AWARD OF A THREE YEAR INDEFINITE DELIVERY
INDEFINITE QUANTITY (IDIQ) CONTRACT WITH RANGES. THE DELIVERY ORDERS
WILL BE FIRM FIXED PRICE. THIS REQUIREMENT IS FOR THE PROCUREMENT OF
THE SINGLE CHANNEL GROUND AND AIRBORNE RADIO SYSTEM (SINCGARS) IN
SUPPORT OF THE ARMY VERSION RADIO (ADVANCED SYSTEM IMPROVEMENT PROGRAM
-ASIP) BOTH AIRBORNE AND GROUND. ADDITIONALLY, THIS REQUIREMENT WILL
INCLUDE SPARES, FOREIGN MILITARY SALES (FMS) VERSION SINCGARS (ADVANCED
TACTICAL COMMUNICATIONS SYSTEM -- ATCS), ANCILLARY SUPPORT ITEMS, TEST
EQUIPMENT, AS WELL AS OTHER SUPPORT SERVICES. THE PERIOD OF
PERFORMANCE WILL BE THREE YEARS. IT IS THE EXPECTATION OF THE
GOVERNMENT THAT DURING THIS PERIOD OF PERFORMANCE, FIRM AND ANTICIPATED
REQUIREMENTS OF THE ARMY AND OTHER SERVICES WILL BE FULFILLED. THE
PROPOSED AWARD IS SOLE SOURCE TO ITT AEROSPACE/COMMUNICATIONS DIVISION,
FT. WAYNE, IN, THE ONLY COMPANY WITH THE NECESSARY BACKGROUND TO
PRODUCE THE RADIO THAT WILL MEET THE PERFORMANCE AND DELIVERY
REQUIREMENTS OF THIS ACQUISITION. THIS AWARD HAS BEEN CONSTRUCTED USING
THE ALPHA PROCESS WHICH IS SUBSTANTIALLY DIFFERENT FROM THE TRADITIONAL
ACQUISITION PROCESS. THE ALPHA PROCESS ALLOWS THE GOVERNMENT AND
INDUSTRY TO ESTABLISH A JOINT GOVERNMENT/INDUSTRY INTEGRATED PRODUCT
TEAM (IPT). THE PROCESS FOSTERS CONCURRENT DEVELOPMENT OF ACQUISITION
REQUIREMENTS PACKAGE (ARP), DATA REQUIREMENTS, PROPOSAL, TECHNICAL
EVALUATION, PRICING TECHNIQUES AND ASSUMPTIONS AS WELL AS THE
DEVELOPMENT OF ACQUISITION DOCUMENTS. AS A RESULT, A TRADITIONAL
SOLICITATION WAS NOT DEVELOPED. THE TEAM DEVELOPS A "MODEL CONTRACT"
WHICH IS A WORK IN PROGRESS UNTIL THE COMPLETION OF THE ALPHA PROCESS.
A MARKET SURVEY WAS CONDUCTED AND ACCEPTED IN THE CBD ON 31 AUGUST
1999 FOR THE PURPOSE OF SEEKING INTERESTED SOURCES. THERE WERE NO
