This action is to exchange 2 non-excess AN/TPQ-36(V) radar sets, including 4 MEP-112 generators and 1 set of Essential Repair Parts Stockage List (ERPLS) spares in the Product Manager (PM) FIREFINDER's inventory with Raytheon Company for 2 new OY-71/TPQ-36(V) Antenna Transceiver Groups(ATGs) and associated spare parts. No funds will be utilized. The proposed acquisition is for an exchange between Industry and the Government in accordance with 40 U.S.C.481(c), AR 755-16, DOD 4140-60 and DOD 4140.1-R which permits any equipment, including repair parts, to be exchanged when the items are similar to the items to be acquired, the items are not excess or required for approved programs, and the items to be acquired replace and perform substantially all of the functions of the item being exchanged. There must be an economic advantage to the Government.This is anticipated to be a Sole Source Acquisition by authority of 10 U.S.C. 2409(c)(1) as implemented by FAR 6.302-1(b)(1) "Only One Responsible Source" as Raytheon Company is the developer and only known producer of the AN/TPQ-36(V)Antenna Transceiver Group. This exchange will be accomplished as an order against Basic Ordering Agreement (BOA), DAAB07-00-D-H002. All responsible sources may submit a proposal that shall be considered by the agency.
